Information message of the Ministry of Foreign Affairs of the Kyrgyz Republic dated January 10, 2022

In connection with the dissemination in the media and social networks of a video about the detention of a Kyrgyz citizen for allegedly participating in the riots that took place in the Republic of Kazakhstan, January 9, 2022, the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kyrgyz Republic Rapil Zhoshybaev was invited to the Ministry of Foreign Affairs of the Kyrgyz Republic.

During the meeting, the Deputy Minister of Foreign Affairs of the Kyrgyz Republic Azizbek Madmarov handed the Ambassador of the Republic of Kazakhstan Rapil Zhoshybaev a note regarding the detention of citizen Vikram Ruzakhunov, with a call to provide consular access to the detained Vikram Ruzakhunov and to release him as soon as possible.

For his part, the Ambassador of Kazakhstan said that the concern of the Kyrgyz side would be promptly brought to the attention of the leadership of the Ministry of Foreign Affairs of the Republic of Kazakhstan and promised to provide more detailed information in the very near future. He assured that in the current difficult situation, the competent authorities of Kazakhstan will conduct a thorough investigation to clarify all the circumstances and reasons for what happened.

In addition, the First Deputy Minister of Foreign Affairs of the Kyrgyz Republic Nuran Niyazaliev held telephone conversations with the Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Marat Syzdykov and the Ambassador of Kazakhstan to the Kyrgyz Republic Rapil Zhoshybaev, during which he expressed the extreme concern of the Kyrgyz side about the situation related to this citizen. Nuran Niyazaliev called on the Kazakh side to publish verified and reliable information on the participation of foreign citizens in the recent events in the Republic of Kazakhstan. He also noted the need to timely inform the diplomatic missions of the country about the detention of citizens of the Kyrgyz Republic in accordance with the requirements of international and bilateral documents in the field of consular relations.

In addition, the Director of the Consular Service Department of the Ministry of Foreign Affairs of the Kyrgyz Republic met with Vikram Ruzakhunov's relatives, during which he informed them about the measures taken to clarify all the circumstances and assured that the Ministry would take all possible measures to quickly release this citizen.

As part of the provision of consular and legal assistance to citizens of Kyrgyzstan abroad, the Ministry takes all necessary measures to provide comprehensive assistance to every citizen of Kyrgyzstan who is on the territory of the Republic of Kazakhstan.

At the same time, the Minister of Foreign Affairs of the Kyrgyz Republic Ruslan Kazakbaev maintains constant direct communication with the leadership of the Ministry of Foreign Affairs of the Republic of Kazakhstan and keeps under constant special control the issue of the stay of citizens of the Kyrgyz Republic who live and work activities in the territory of the Republic of Kazakhstan, in particular in markets and other areas.

In connection with the recent events in the Republic of Kazakhstan, the Ministry of Foreign Affairs of the Kyrgyz Republic, within the framework of providing consular and legal assistance to citizens, continues to work on the evacuation of citizens of Kyrgyzstan temporarily in the territory of the Republic of Kazakhstan.

Based on the results of calls to the hotline on behalf of the Ministry, the Consulate General of the Kyrgyz Republic in Almaty, together with the diaspora organizations of the Kyrgyz in the Almaty region, on January 9, 2022, 14 citizens of the Kyrgyz Republic, including women and children, were returned to their homeland by specially organized transport.

In addition, on behalf of the Ministry, the Embassy of the Kyrgyz Republic in the Republic of Kazakhstan is working on the return to their homeland by rail of 15 citizens of the Kyrgyz Republic, in connection with the cancellation of a regular flight at the international airport of Nur-Sultan.

The Ministry is working with the Kazakh side on the safe return of the said citizens to the Kyrgyz Republic.
