Ambassador E.Otorbaev has a diplomatic rank of the Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic and the class rank of the “State Advisor of the Civil Service of the 3rd Level”.

He is fluent in Kyrgyz, Russian, German, Polish and English.

Married and has two children.
