Cultural and humanitarian cooperation

The Russian-Kyrgyz relations in the humanitarian sphere are carried out on the basis of the intergovernmental Agreement on Cooperation in the Field of Culture, Science and Education of March 27, 1995 and are generally active in nature.

The priority areas of bilateral humanitarian cooperation remain education and science, strengthening the positions of the Russian language in Kyrgyzstan.
The base educational institution of Russian-language education is the Kyrgyz-Russian Slavic University opened in 1993 (KRSU) - a state institution of higher professional education of joint jurisdiction of the Russian Federation and the Kyrgyz Republic.
The number of Kyrgyz students studying in universities of the Ural Federal District is increasing. On the basis of the Cooperation Agreement between the Russian Academy of Sciences and the National Academy of Sciences of Kyrgyzstan (2003), relations between scientific institutions of the two countries, exchanges of scientists and scientific information are carried out. A scientific station of the Russian Academy of Sciences and the International Research and Development Center-Geodynamic Test Site are operating in the vicinity of Bishkek. They carry out electromagnetic and seismic observations.

Scientists of the Ural Branch of the Russian Academy of Sciences cooperate with scientific organizations of the Kyrgyz Republic. Within the framework of cooperation, joint field and laboratory studies are carried out both in the Urals and in the Kyrgyz Republic, and participation in international conferences with joint scientific reports is organized. Delegation of scientists from the Kyrgyz National University named after J. Balasagyn (Bishkek), Institute of History and Social and Legal Education of the Kyrgyz State University named after I. Arabaev (Bishkek), Institute of History and Cultural Heritage of the National Academy of Sciences of the Kyrgyz Republic (Bishkek), the Kyrgyz-Russian (Slavonic) University (Bishkek) participated in the XI Congress of Anthropologists and Ethnologists of Russia, organized by the Institute of History and Archeology of the Ural Branch of the Russian Academy of Sciences. The main topics of the event: contacts and interaction of cultures; inter-ethnic relations; interregional relations; migrants, diasporas, ethnic minorities; ethnographic museology and ethnological education.

        
In total, 1,200 citizens of the Kyrgyz Republic study in higher education, secondary and vocational schools of the Ural and Siberian federal districts of the Russian Federation in the academic year 2018-2019. As part of working with students and young people, as well as developing scientific and educational cooperation in the Urals Federal District, the Consulate General established contacts with leading institutions of higher education in the Sverdlovsk region.

In order to study the possibilities of educational institutions of the Ural Federal District of the Russian Federation, in the second quarter of 2018, at the initiative of Consul General B. Salimzhanov, meetings were held with the leadership and faculty of the following leading Russian universities in the capital of the Urals, Yekaterinburg: - Ural Federal University; - Ural State Economic University; - Ural State Law University; - Ural State Mining University; - Ural State Medical University; - Ural State Agrarian University.

During the meetings, the sides discussed the state and prospects of cooperation in the field of education and science in all areas of universities, questions about the conditions and procedures for entering the university for applicants from Kyrgyzstan, as well as refresher courses. Also, issues of increasing the number of students from Kyrgyzstan for the upcoming school years and consideration of the possibility of sending an admission committee to Kyrgyzstan for vocational guidance and selection of potential students from among citizens of the Kyrgyz Republic to UFO universities were discussed. In response to the proposals of the Kyrgyz side, positive responses were received.

According to the legislation of the Russian Federation, citizens of Kyrgyzstan have the right to apply to budget places on an equal basis with citizens of Russia. In accordance with the Rules of admission, persons who scored the highest scores on the results of entrance examinations shall be credited to the budget training in accordance with the number of allocated budget places. Those who have not passed through the competition for budget places may be credited to places with payment of tuition fees (subject to positive entrance examinations, a contract and payment of tuition fees).   
By the number of students of the Kyrgyz Republic studying in universities of the Ural Federal District of the Russian Federation in the first place - the Ural Federal University. In the 2018-2019 academic year, 28 citizens of Kyrgyzstan were enrolled in the UrFU, 103 students in total from the Kyrgyz Republic (exclusively on a budgetary basis). In the 2017-2018 academic year, 129 students of the Kyrgyz Republic studied, therefore, compared with last year, this year there are 26 less students.

In the Ural State Agrarian University for the 2018-2019 school year, 14 graduates of secondary schools in Kyrgyzstan have been enrolled. At the same time, the USAU is considering the possibility of increasing quota places for citizens of the Kyrgyz Republic for the coming years. Currently, 24 citizens of the Kyrgyz Republic study at the Ural State University of Economics. Of these, 4 were received in 2018.

Cooperation between the Kyrgyz Republic and the Urals Federal District in the field of culture.

In 2018, with the support of the Government of the Sverdlovsk Region, a complex of events dedicated to the 90th anniversary of the outstanding writer, classic of Soviet and world literature Chinigiz Aitmatov is held. The most significant event was the production and transfer of a sculptural composition based on the work of Aitmatov “Farewell, Gulsary!” As a gift to the Kyrgyz Republic, during the visit of the government delegation of the Sverdlovsk region headed by the Minister of International and Foreign Economic Relations of the Sverdlovsk region V. Kozlov to Kyrgyzstan on September 2 of this year, timed to coincide with the opening ceremony of the III World Nomad Games.

This event has even more strongly united the Urals and Kyrgyzstan, and also made a worthy contribution to the strengthening of Russian-Kyrgyz relations.

As part of the “Aitmatov Days in the Sverdlovsk Region”, on November 4, 2018, a “World Citizen” evening was held, dedicated to the 90th anniversary of Chingiz Aitmatov, organized by the administration of the Ekaterinburg Cinema House, with the support of the Ministry of Culture of the Sverdlovsk Region Ekaterinburg city.

The event was attended by the Minister of Culture of the Sverdlovsk Region S. Uchaikin, the President of the Ch. Aitmatov Foundation, the son of the writer Askar Aitmatov, the staff of the General Consulate, representatives of the Kyrgyz diaspora - Kyrgyzstan-Ural SOOO, students from Kyrgyzstan, and the region’s creative intelligentsia. The moderator of the evening was the TV presenter A. Moldokmatova.
At the beginning of the evening, the staff of the House of Cinema held an interesting interactive quiz with the audience about the life and work of C. Aitmatov, performed the children's vocal group Ak-Shoola with songs in Kyrgyz. Welcoming remarks were made by S. Uchaikin, Consul General Consulate N. Alymbekov. Then the audience had a conversation with Askar Aitmatov.
At the end of the evening, the screening of Ernest Abdyzhaparov's feature film “Sayakbai. Homer of the twentieth century "about the legendary storyteller of the epic" Manas "Sayakbay Karalaev according to the memoirs of Ch. Aytmatov.
On November 30, 2018, a conference dedicated to the 90th anniversary of Chinghiz Aitmatov, organized by the Consulate General of the Kyrgyz Republic in the city of Yekaterinburg, was held at the Yekaterinburg Library Center.
The event was attended by representatives of the Ministry of International and Foreign Economic Relations of the Sverdlovsk region, the Representative Office of the Ministry of Foreign Affairs of the Russian Federation in Yekaterinburg, the Kyrgyz diaspora - JLLC Kyrgyzstan-Ural, students from Kyrgyzstan, the creative intelligentsia of the region.
At the beginning of the conference, Consul General B. Salimzhanov delivered a welcoming speech, in his speech he expressed gratitude to the Government of the Sverdlovsk Region for active participation and support in conducting a series of events dedicated to the anniversary of the great writer.
The Kyrgyz Republic, the Kyrgyz Republic, the Kyrgyz Republic and the United Kingdom, the Kyrgyz Republic and the United Kingdom creative intelligentsia of the region.

At the conclusion of the conference, B. Salimzhanov presented gifts in the form of the complete works of Ch. Aitmatov to several libraries of the Sverdlovsk region, including the Sverdlovsk Regional Special Library for the Blind, which published the book Legends and Fairy Tales in the Works of Ch. Aytmatov in Braille. Prizes, certificates and letters of appreciation from the Consulate General were also presented to the winners of the competition for the best literary work dedicated to the life and work of C. Aitmatov.
A comprehensive photo-book exhibition about the writer, as well as exhibits of Kyrgyz national souvenirs was organized at the conference.
The conference was held in a lyrical warm atmosphere.
