Interregional cooperation of Kyrgyzstan with Russia: problems, ways of activation and prospects

Since the establishment of the Consulate General of the Kyrgyz Republic in Yekaterinburg in 2002, mutually beneficial cooperation between Kyrgyzstan and the Urals Federal District of Russia has been steadily developing in different directions.

Special interstate relations between Kyrgyzstan and Russia, based on friendly relations and strategic partnership, due to a common history, a single informational and cultural-humanitarian space, have positively influenced the development of interregional cooperation of Kyrgyzstan and the Urals Federal District.
During the period 2012-2018, Kyrgyzstan and Russia entered a new phase of bilateral relations, and in connection with the announcement of 2018 in Kyrgyzstan - the Year of Regional Development, interest in the development of interregional cooperation has increased.
The Sverdlovsk region is a large economically developed subject of Russia with a high level of business, cultural and social activity, one of the most promising areas of the Russian Federation. The Kyrgyz Republic, like many other states, is interested in active cooperation with the region.
Work on bilateral cooperation of the Kyrgyz Republic and the Sverdlovsk region in all areas of interaction is carried out within the framework of the Joint Commission for the coordination of trade, economic, scientific, technical and humanitarian cooperation between the Government of the Kyrgyz Republic and the Government of the Sverdlovsk region of the Russian Federation.
The 4th meeting of the IPC by the Russian side is planned for 2019 in Yekaterinburg. The Secretariat of the Kyrgyz part of the IPC is the Ministry of Labor and Social Development of the Kyrgyz Republic.
Over the past 3 years, metals, wood and products from them, engineering products, as well as chemical, pharmaceutical and food products are mainly supplied from the Sverdlovsk Region to Kyrgyzstan. Metals and products from them, engineering products, including railway equipment and textiles are mainly supplied from Kyrgyzstan to the Sverdlovsk region.
Of course, today humanitarian cooperation acquires special significance.
As part of the celebration of the 90th anniversary of the outstanding writer Chingiz Aitmatov, with the support of the Government of the Sverdlovsk region, many events were held. Thus, in August 2018, Chingiz Aitmatov was named after Yekaterinburg, in October its official opening is expected. The Russian side also carried out work on creating a sculptural composition based on the work by F .. Aitmatov "Goodbye Gulsary!" nomads.
In Kyrgyz Republic for the opening ceremony of the III World Nomad Games. These events were the most significant in the interregional relations of the parties in 2018 and, undoubtedly, connected the Urals and Kyrgyzstan even more firmly, and also made a worthy contribution to the strengthening of Russian-Kyrgyz relations.
One of the main directions of bilateral relations between the Kyrgyz Republic and the Sverdlovsk region is labor migration. To date, over 40,000 citizens of the Kyrgyz Republic, who are engaged in entrepreneurial and labor activities, are residing in the Sverdlovsk region.
The Consulate General on a daily basis is actively working to provide consular services to citizens, as well as the protection of their rights and legitimate interests.
In addition to working citizens, today about 500 citizens of Kyrgyzstan study in higher and secondary specialized educational institutions, including the leading educational institutions of the Ural Federal District.
In 2018, with the active assistance of the Consulate General, an agreement was reached to provide 30 places on a budgetary basis to the Ural State Agrarian University for the 2018-2019 academic year for citizens of the Kyrgyz Republic and for the first time in the history of the university 14 graduates of secondary schools of Kyrgyzstan received. The university also has the advantage of assisting in the employment of its graduates in the territory of the Russian Federation.
In order to develop the mining and geological sphere of Kyrgyzstan, one of the promising areas of Kyrgyzstan is the Ural State Mining University to attract students from Kyrgyzstan for the long term.

The development of interregional cooperation was facilitated by bilateral visits of delegations: So following the visit of the delegation of the Chelyabinsk region to Kyrgyzstan, June 8, 2016. the opening of direct flights "Bishkek-Chelyabinsk". On July 19, 2017, the opening ceremony of the Days of the Chelyabinsk Region in Bishkek was held with the participation of a delegation from the Chelyabinsk Region headed by Governor B. Dubrovsky.

A landmark event in 2018 was the Seventh Kyrgyz-Russian Interregional Conference, held on June 15, 2018 in the city of Chelyabinsk, with the participation of the Government delegation of the Kyrgyz Republic headed by Vice Prime Minister of the Kyrgyz Republic Zh..Razakov.

The program of the international event included four round tables on bilateral cooperation, a visit to the Chelyabinsk Pipe Rolling Plant, a plenary session “The Role of Digital Transformation in the Economic Integration of Russia and Kyrgyzstan” with the participation of heads of state authorities of the two states, bilateral meetings of the Vice Prime Minister of the Kyrgyz Republic Razakov and the Governor of the Chelyabinsk region B. Dubrovsky.

As a result of the conference, two documents were signed: the Agreement on the Establishment of Twin Relations between the Bishkek and Chelyabinsk cities, the Contract between Master Frost LLC (Kyrgyzstan) and X5 Retail Group (Pyaterochka store chain) for the supply of beef. For the development of further effective cooperation in the field of tourism in Kyrgyzstan, it is advisable to resume the flight Chelyabinsk-Bishkek-Chelyabinsk and open a new flight Chelyabinsk-Tamchi-Chelyabinsk.

In 2018, a large-scale event entitled “Days of Kyrgyz Culture in the Southern Urals” took place in Chelyabinsk, dedicated to the 5th anniversary of the founding of Mekendeshter (Compatriots) and the 90th anniversary of world famous writer Chingiz Aitmatov.
Despite the achieved results in the development of interregional relations of Kyrgyzstan and Russia, many reserves remain untapped. To make positive changes in the development of direct economic relations, it is necessary to work on updating the legal framework and its practical implementation.
In order to intensify cooperation in the trade and economic sphere between the Kyrgyz Republic and the Sverdlovsk and Chelyabinsk regions, it is advisable to create favorable conditions for mutual deliveries of products. It is necessary to create joint logistics centers.
For the development of health tourism in Kyrgyzstan for the long term, it is advisable to create joint companies and companies of Kyrgyzstan and Russia for industrial cities of the Ural region.
In general, for the Kyrgyz Republic it is advisable to take into account the situation in Russia regarding the implementation of the regional development program and to pay attention to regional cooperation between the regions of Kyrgyzstan and the regions of the Russian Federation.
With the intensification of regional development programs in Russia, the implementation of projects will also require a skilled workforce. Given the large number of labor migrants from Kyrgyzstan, a solution to the problem of their respective labor qualifications is required. In this regard, it seems appropriate to work on the creation of automated banks on the demand and supply of labor abroad, the possibilities of targeted vocational training and retraining of citizens of the Kyrgyz Republic to provide them with high-paying specialties needed for Russia, carrying out work on an organized set of citizens.
