Mr. Ruslan Kazakbaev, Minister of Foreign Affairs of the Kyrgyz Republic, took part in the format of videoconference on March 30, 2021 in the Ninth Ministerial Conference "Heart of Asia - Istanbul Process on Afghanistan", which was held that day in Dushanbe.
The international forum under the slogan “Strengthening consensus for peace and development” was opened by A.Ghani, the President of Afghanistan, and Mr. E.Rahmon, the President of Tajikistan, and was held under the joint chairmanship of the Foreign Ministers of Afghanistan and Tajikistan.
During the conference, the participants discussed issues related to the assistance of the international community to further advance the inter-Afghan reconciliation process, as well as regional cooperation with the aim of integrating Afghanistan into the system of regional relations.
In his speech, Minister R.Kazakbaev expressed support for the efforts made by the Government of Afghanistan to achieve peace in the country. In addition, Minister R.Kazakbaev called on the participants of the “Istanbul Process” to assist in solving the problem of the Afghan Kyrgyz in the Great and Small Pamirs.
As a result of the Ministerial Conference, the Dushanbe Declaration was adopted, reflecting specific directions for the development of cooperation between the participating states and countries supporting the process of strengthening security, developing trade and economic ties and regional integration.
Reference: On November 2, 2011 the international ministerial conference was held in Istanbul under the slogan “Istanbul process of regional security and cooperation for secure and stable Afghanistan”, which marked the beginning of the “Istanbul Process Afghanistan - Heart of Asia” initiated by Afghanistan and Turkey. This process is an international forum designed to facilitate Afghanistan's integration into regional security, economic and political cooperation through dialogue and confidence-building measures (CBM). Kyrgyzstan takes an active part in the process and is in 6 groups of the CBM IPAHA. Afghanistan is the permanent co-chair and coordinator of this process with the support of other participating states. Since 2011, a total of 8 ministerial conferences have taken place, organized in different countries of the region.
