Cultural and humanitarian cooperation

Cooperation between the Kyrgyz Republic and the Russian Federation in the scientific, technical, cultural and humanitarian spheres and the tourism sector is actively developing, which will further strengthen the relations of long-term well-being, friendship and cooperation, spiritual rapprochement, and promote intercultural interaction in the interests of the people living in Kyrgyzstan and Russia.

Large-scale events were organized and held as part of the celebration of the 25-year period of bilateral diplomatic relations of the KR-RF, Days of Culture of the Kyrgyz Republic in the cities of Moscow, Kazan and Ufa. Including a gala concert of artists in Kyrgyzstan with the participation of representatives of ethnographic ensembles, folk and honored artists of the Kyrgyz Republic in the State Kremlin Palace; demonstration of Kyrgyz films, owners of prestigious films and participants of many international film festivals “Centaur”, “Sutak” and “Kurmanjan Datka”; exhibitions of the country's tourism potential in order to familiarize with the health, recreation, ski and ecological tourism of the republic. The creative delegation of the Kyrgyz Republic consisting of 235 people in Moscow, 50 people in Ufa and 50 people in Kazan participated in these events.

An essential direction is the work on the qualitative implementation of the Program of the Government of the Kyrgyz Republic on the development of tourism until 2020. The participation of a representative delegation from 12 regions of Russia, including the Republic of Tatarstan, the Republic of Altai, the Republic of Bashkortostan, the Republic of Kalmykia, the Republic of Buryatia, the Sverdlovsk Region, the Altai Territory, the Karachay-Cherkess Republic, the Republic of Khakassia, the Republic of Sakha (Yakutia), the Republic of Tyva, and the Chelyabinsk Region in III WNG, which took place from 2nd to 8th September 2018.The embassy renders assistance to the leading mass media of the Russian Federation in the participation of coverage of major cultural and humanitarian events held in the Kyrgyz Republic.

2018 in the direction of bilateral cooperation was held under the slogan of the 90th anniversary of the national writer of Kyrgyzstan Ch.T.Aitmatov. With the support of the leadership of the Russian Federation, in December 2018, joint events were held at a high level within the framework of the organization of anniversary events to celebrate the 90th anniversary of the national writer C. Aitmatov. On December 7, the official opening ceremony of the monument to Ch. Aytmatov in the park named after Ch.Aitmatov was held with the participation of the delegation of the Kyrgyz Republic headed by President of the Kyrgyz Republic S.Sh.Jeenbekovand the heads of the Moscow Government and the Russian Federation.

In the field of education, the legal basis for cooperation between the Kyrgyz Republic and the Russian Federation is intergovernmental and interdepartmental agreements. Thus, within the framework of the quota established by the Government of the Russian Federation in 2018 in the amount of 464 places, applications were received from 449 citizens of the Kyrgyz Republic, of  whom 419 people were approved, recommended for enrollment in 109 universities of Moscow and the Russian Federation. In 2018, the Ministry of Education and Science of the Russian Federation allocated 366 state scholarships for training citizens of the Kyrgyz Republic in federal state educational institutions of higher professional education at the expense of allocations from the federal budget in the 2018-2019 academic year.

In total, as of the current 2018, 15,775 young citizens of Kyrgyzstan are studying in Russian universities, of which the target quota is 6,568 people, 8,547 poeple study on a contractual basis.

The Kyrgyz-danish relations

Earlier in 2005, the Public Association "Child Protection Center" together with the Secretariat of the State Program "New Generation" initiated the fund-raising action in Denmark for children of Kyrgyzstan (about EUR 1 mln were raised).

With the financial support of the Danish Government, within the Agreement between the Ministry of Health of the Kyrgyz Republic and the Danish charitable organization "Red Barnet", the project to rehabilitate and reintegrate abandoned children in Kyrgyzstan was implemented.

The Danish Environmental Protection Agency (DEPA) together with the Bishkek Mayor's Office took part in the implementation of the gas utilization project at the municipal solid waste landfill in Bishkek.

In the previous years, Denmark was involved in various educational programs of the Danish agency DANIDA and International Organizations (the UNDP, the World Bank).

The Kyrgyz-norwegian relations

The Government of Norway, in the framework to the implementation of the Kyrgyz Republic's National Strategy for Poverty Elimination, to provide the financial support of EUR 1 mln. These funds are aimed at the implementation of the UNIFEM project "The Right of the Kyrgyz Women to Land and Sustainable Livelihoods" to support women residing at rural areas.

Within the support of the Government's policy of the Kyrgyz Republic to combat poverty, the Government of Norway allocated NOK 1.1 mln (about EUR 140 ths) for further implementation of the program on street children social adaptation.

Within the OSCE project "Assistance to the Ministry of Internal Affairs", the Government of Norway allocated EUR 500 ths for training of police personnel of the Kyrgyz Republic.

In honour of the 20th anniversary of the Kyrgyz-Norwegian relations, D.M. Halvorsen, the Ambassador of Norway, initiated the project of the Association of Forest and Land Owners in residential school for orphans after the name of Panfilov (300 fruit and flower plants were allocated to green the school territory), as well as the certificate for US $2 ths was provided to repair the well.
