Question: What should I do in case of loss of documents?

Answer: A citizen of the Kyrgyz Republic must apply to the police authorities of the Russian Federation within 3 days from the date of loss of the passport and get a stamp at the police station (then after 10 days should be gotten a resolution on the refusal to initiate a criminal case in connection with the loss of a passport). Next, contact the Consular Section of the Embassy for a certificate of return to the Kyrgyz Republic.

If a citizen of Kyrgyzstan has lost a civil passport or ID card during his stay in Russia, he should contact the nearest consular office of the Kyrgyz Republic to get a certificate of return to the Kyrgyz Republic.

We highly recommend making photocopies of all documents and storing them in a safe place, as having a photocopy of your passport, ID card, military ID or driver's license will speed up identification and getting of a certificate of return to the Kyrgyz Republic.

If a citizen of the Kyrgyz Republic has lost a migration card or a tear-off coupon of a notification form, he needs to contact the territorial office of the Ministry of Internal Affairs of the Russian Federation within 3 days and upon a written statement about the loss of documents, after checking passport data, receive duplicate documents.

Question: Is there an agreement on dual citizenship between the Russian Federation and the Kyrgyz Republic?

Answer: The Kyrgyz Republic does not have a dual citizenship agreement with the Russian Federation.

Question: What documents are needed to obtain citizenship of the Russian Federation?

Answer: The Migration Directorate of the Ministry of Internal Affairs of the Russian Federation deals with the obtaining of citizenship of the Russian Federation. You should contact the Ministry of Internal Affairs of the Russian Federation division at your place of residence on the territory of the Russian Federation and get a list of necessary documents for acquiring Russian citizenship.

 

Question: Are driving licenses of the Kyrgyz Republic valid on the territory of the Russian Federation?

Answer: From July 26, 2017, citizens of the Kyrgyz Republic and other countries in which the legislation admits Russian as an official language can use foreign driving licenses in their labor activities.

Under section 13 of the Federal Law “On Road Traffic Safety”, it is not allowed to drive vehicles on the basis of foreign national or international driving licenses when carrying out of business and labor activities directly related to driving.

The provision of this paragraph does not apply to citizens of the Kyrgyz Republic, as well as citizens of states whose legislation establishes the use of the Russian language as an official language, carrying out of business and labor activities directly related to driving on the territory of the Russian Federation.

At the same time, it should be taken into account that the national driver's license of the Kyrgyz Republic must have a “validity period”, without which the national driver's licenses of the Kyrgyz Republic are considered invalid on the territory of the Russian Federation.

Conditions of entry to Russia for citizens of the Kyrgyz Republic: visa-free entry. According to the Agreement between the Government of the Republic of Belarus, the Government of the Republic of Kazakhstan, the Government of the Kyrgyz Republic, the Government of the Russian Federation and the Government of the Republic of Tajikistan on mutual visa-free trips of citizens (Minsk, November 30, 2000).

 

The list of documents for entry to/ exit from the Russian Federation of citizens of the Kyrgyz Republic:

  1. Internal passport of the Kyrgyz Republic (ID-card);
  2. A civil (transborder ) passport of a citizen of the Kyrgyz Republic;
  3. Service passport of the Kyrgyz Republic;
  4. Diplomatic passport of the Kyrgyz Republic;
  5. Seafarer's passport (in the presence of a ship's roll or an extract from it);
  6. Certificate of return to the Kyrgyz Republic (on departure to the Kyrgyz Republic);
  7. For children under the age of 16, a birth certificate is required (in the presence of a photo insert or a civil (transborder) passport of the Kyrgyz Republic).

For children of minority age is required notarized consent of legal representatives to travel to the Russian Federation accompanied by third parties or consent of one parent when leaving accompanied by another parent.

 

The procedure of entry and stay in the Russian Federation:

At the checkpoint at the state border of the Russian Federation, it is necessary to present a completed migration card, indicating the purpose of entry in the “purpose of visit” column. In case if a citizen of the Kyrgyz Republic arrives in the Russian Federation for the purpose of employment, then in the migration card the purpose of entry must be indicated as “work”.

Migration registration

Citizens of Kyrgyzstan who have arrived for a period of up to 30 days are exempted from binding registration with the authorities of the Ministry of Internal Affairs of the Russian Federation in accordance with the Agreement between the Russian Federation and the Kyrgyz Republic on the procedure for the stay of citizens of the Russian Federation in the Kyrgyz Republic and citizens of the Kyrgyz Republic in the Russian Federation (June 19, 2015).

The period of temporary stay is calculated from the date of entry of a citizen of the Kyrgyz Republic into the territory of the Russian Federation, confirmed by a migration card with a mark of the border control authorities of the Russian Federation, stamped on entering the territory of the Russian Federation.

In case if a citizen of the Kyrgyz Republic stays on the territory of the Russian Federation for more than 30 days, a citizen of the Kyrgyz Republic is obliged to register (at the place of residence) at the competent authorities of the Russian Federation (Ministry of Internal Affairs of Russian Federation).

Registration of citizens of the Kyrgyz Republic, who arrived in the territory of the Russian Federation for the purpose of employment, is carried out for the duration of the completed labor contract with a legal entity or an individual entrepreneur or a civil contract with a natural entity.

Foreign citizens, including citizens of the Kyrgyz Republic, are subject to migration registration:

  • at the address of the living quarters, which is the residence of a foreign citizen, in which he actually lives
  • at the address of a hotel or other organization providing hotel services, a sanatorium, a holiday home, a boarding house, a children's recreation camp, a tourist base, a camping or other premises in which a foreign citizen actually lives or at the address of the medical organization providing medical care in hospital settings, etc.
  • at the address of the organization in which the foreign citizen in the prescribed manner carries out of labor or other activities not prohibited by the legislation of the Russian Federation, in case of actual residence (including temporary) at the address of the specified organization or in the premises of the specified organization which does not have address data (building, construction);

 

When registering a foreign citizen, including a citizen of the Kyrgyz Republic, at the place of residence, as the host side may act:

  • Citizens of the Russian Federation who own residential premises at the address of which a foreigner’s migration registration is issued;
  • A foreigner who has his own dwelling in the Russian Federation can issue migration registration to himself. At the same time, he cannot put on migration registration another foreigner, as well as members of his family;
  • A foreigner with the status of a highly qualified specialist, who has his own living quarters in the Russian Federation, can also issue migration registration to himself. At the same time, he cannot put on migration registration members of his family;
  • Migration registration by a legal entity is also possible. A Russian company, its branch or representative office can act as a host if the foreign citizen actually lives at the address of the legal entity or in premises rented by the legal entity;
  • The international organization or its representative office, the representative office of another country can also be the host side, if they provide residential or other premises for the actual residence of a foreign citizen;
  • State authority of the Russian Federation or local government authority.

For migration registration, a citizen of the Kyrgyz Republic needs to submit the host side with a passport and migration card. Withdrawal of passport and migration card is not allowed. The state duty for registration at the place of stay is not charged. The host side, on the basis of the documents submitted by the foreign citizen, fills out a special form of notification of the arrival of the foreign citizen to the place of stay.

Instructions for registration of foreign citizens in the Russian Federation:

  1. A foreign citizen enters the territory of Russia and receives a migration card;
  2. The host side fills out a special form of notification of the arrival of the foreign citizen to the place of stay and provides it to the Administration for Migration Issues of the Ministry of Internal Affairs of the Russian Federation, via the post office or via the Multifunctional Center for Provision of State and Municipal Services (MFC);
  3. The Administration for Migration Issues of the Ministry of Internal Affairs of the Russian Federation checks and accepts notification of the arrival of the foreigner and enters provided information in the database, thereafter marks the reception of the notice on the tear-off part of the form and returns it to the host side;
  4. The host side gives the detached part of the notification form with a note of the Administration for Migration Issues of the Ministry of Internal Affairs of the Russian Federation about the receipt of the notification to the foreign citizen;
  5. Now a foreign citizen may stay in Russia up to 90 days from the moment of entry into the country;
  6. Before the expiration of 90 days, the foreign citizen must renew registration on the basis of the available grounds.

Persons violating the rules of entry, registration, stay or employment in the Russian Federation may incur a fine, be exposed from Russia or deported with a ban on entry to the Russian Federation.

Employment

Rights and responsibilities of the employees from countries of the Eurasian Economic Union can be found in EAEU Agreement that was sighed on 29 of May in 2014 in unit 26 called “Work migration”. It is not necessary to take exams in Russian language, History, or Law to be employed. There is no need to have special patent or agreement.

A citizen of the Kyrgyz Republic has a right to get job in Russia according to his specialization and qualification. The exceptions are teaching, law, medicine and pharmacy as it is necessary to confirm these qualifications by special commissions. Seniority can be used to get different kinds of social security from Russian Federation except for pensions. An employee must sign an agreement with his employer in written form.

In the period of 3 days an employer must register this agreement, start a new document on employment history or make a note about a new place of work and notify the authorities of the Administration for Migration Issues of the Ministry of Internal Affairs of the Russian Federation.

Compulsory Medical Insurance Card

Compulsory Medical Insurance Card gives an access to free medical health in Russia according to the basic program of Compulsory Medical Insurance.

Citizens of Belarus, the Kyrgyz republic and Kazakhstan can get free medical help if they are officially registered in Russia and their life and health are in danger.

Compulsory Medical Insurance Card can be got from special insurance companies connected with the Federal Compulsory Medical Insurance Program.

To get such a Compulsory Medical Insurance Card citizens from the countries of the Eurasian Economic Union need to contact one of the special insurance companies connected with the Federal Compulsory Medical Insurance Program and have the following documents:

  • passport or an ID-card and its translation into Russian
  • migration card
  • the detached part of the notification form with a note of the Administration for Migration Issues of the Ministry of Internal Affairs of the Russian Federation about the receipt of the notification to the foreign citizen;
  • labor or civil contract
  • Tax Identification Number (INN) – if any
  • Individual insurance account number (SNILS)

Compulsory Medical Insurance Card is valid during one calender year and must be registered again every year. Only foreign citizens who work in Russia can get Compulsory Medical Insurance Card.
