Cultural and humanitarian cooperation is an important area of Kyrgyz-Kazakh bilateral relations. Exhibitions, concerts of artists, international scientific conferences and symposiums with the participation of representatives of the intelligentsia and the public of the two countries are regularly held in Kyrgyzstan and Kazakhstan on a reciprocal basis.
Cooperation in the field of education is developing on the basis of the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on cooperation in the field of education dated July 4, 2006. In accordance with the Agreement, the Parties annually allocate, on a reciprocal basis, educational grants for study at the universities of both countries of the citizens of Kyrgyzstan and Kazakhstan.
In accordance with the Protocol of the 8th Meeting of the Intergovernmental Council of the Kyrgyz Republic and the Republic of Kazakhstan (July 12, 2019, Bishkek) in order to enhance interaction in the field of education and science, the parties agreed to increase the quotas allocated annually for budgetary education at universities of the Kyrgyz Republic and the Republic of Kazakhstan under the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on cooperation in the field of education, signed on July 4, 2006, from 5 to 10 places. Currently, the draft Protocol on the introduction of appropriate amendments to the current Agreement is under consideration by the Kazakh side.
On July 19, 2019, the Ambassador of the Kyrgyz Republic to the Republic of Kazakhstan, Zh.Kulubaev, met with Vice President Nazarbayev of the University, K.Dairova. The parties exchanged views on the current state and prospects of development of Kyrgyz-Kazakh cooperation in the field of education, considered the possibility of training students from Kyrgyzstan at Nazarbayev University, including on a grant basis.
On August 5, 2019 a meeting of the NWP of the Kyrgyz Republic in the Republic of Kazakhstan Zh.Kulubaev with the Vice Minister of Education and Science of the Republic of Kazakhstan R. Bigari was held, during which the parties discussed the possibility of signing a Protocol allowing an increase in the annual quota for training from 5 to 10 places for citizens of the Kyrgyz Republic in Republic of Kazakhstan and citizens of the Republic of Kazakhstan in the Kyrgyz Republic.
The Kyrgyz and Kazakh parties jointly celebrated the 100th anniversary of M.Auezov, the 175th anniversary of Kurmangazy, the 150th anniversary of Abay, the 150th anniversary of Zhambyl, the 1000th anniversary of the epic "Manas", the 150th anniversary of T.Satylganov, the anniversaries of A.Tokombaev and Ch.Aitmatova.
In September 2012, the Month of Culture of Kazakhstan was successfully held in Kyrgyzstan, within the framework of which concerts, tours of Kazakh theaters and creative groups, a week of cinema and exhibitions of artists took place in Bishkek and other cities of the country.
September 25, 2012 at the Scientific Library of the Eurasian National Universitynamed after L.Gumilyov the Embassy of the Kyrgyz Republic in the Republic of Kazakhstan together with the Kyrgyz Ethnocultural Association organized a round table on the theme “Kyrgyzstan and Kazakhstan for 20 years”, dedicated to the 20th anniversary of the establishment of diplomatic relations between the Kyrgyz Republic and the Republic of Kazakhstan, which was attended by representatives of public and academia, the expert community, the Assembly of the Peoples of Kyrgyzstan and Kazakhstan, teachers and students of ENU named after L.Gumileva and others.
From September 21 to October 21, 2013 Astana, Almaty, Taraz and Shymkent hosted the Days of Kyrgyz Culture in Kazakhstan, dedicated to the 85th anniversary of the People's Writer of the Kyrgyz Republic and the Republic of Kazakhstan, Ch.Aitmatov. Concerts of art masters of the Kyrgyz Republic took place, an exhibition of works by contemporary artists of Kyrgyzstan entitled “When the mountains fall”, “round table” on the theme “Aalam uulu-Aitmatov”, an exhibition of books on the works of the writer, a week of Kyrgyz cinema were held.
On May 7, 2014 the Minister of Culture, Information and Tourism of the Kyrgyz Republic K.Talieva took part in the international conference “Ala-Too Bulbulu” dedicated to the 150th anniversary of the prominent Kyrgyz akyn and storyteller Toktogul Satylganov.
On March 20, 2015 the President of the Kyrgyz Republic A.Atambayev attended the official opening ceremony of the school for 1250 pupils in the Ala-Too housing estate in Bishkek, built with funds allocated by Kazakhstan.
March 30, 2016 in the building of the Kazakh State Academic Drama Theater named after M.Auezov in Almaty hosted a concert of artists of the Kyrgyz National Philharmonic named after T.Satylganov.
On May 23-24, 2016 with the participation of the deputy of the Jogorku Kenesh of the Kyrgyz Republic S.Sher-Niyaz the screening of the historical film “Kurmanzhan Datka”, organized in Astana as part of the meeting of the TurkPA Commission on social, cultural and humanitarian issues, took place.
On November 30, 2016 the Center for Kyrgyz Literature was opened in the National Academic Library of the Republic of Kazakhstan.
On April 24-28, 2017 the Kyrgyz delegation took part in the SCO Education Week in Astana.
On August 31, 2017 the Embassy held an official reception on the occasion of the Independence Day of Kyrgyzstan and the 25th anniversary of the establishment of diplomatic relations between the Kyrgyz Republic and the Republic of Kazakhstan. The event was organized jointly with the CCI of the Kyrgyz Republic in the framework of the EXPO-2017 exhibition, in which the Kyrgyz side was represented at the level of the Deputy Prime Minister of the Kyrgyz Republic Ch.Sultanbekova.
The Kyrgyz diaspora in Kazakhstan also contributes to the development of Kyrgyz-Kazakh public and humanitarian ties.
In 2004 the Kyrgyz National Cultural Center was registered in Astana. The Kyrgyz national cultural centers “Manas-Ata” in the city of Taraz and “Ala-Too” in Aktau, the Kyrgyz national ethnocultural center “Meken”, “Kyrgyz-Ata” and “Manas-Ata” in Almaty city.
In 2018 as part of events to celebrate the 90th anniversary of Ch.T.Aitmatov, on June 18, 2018 the Embassy organized a photo exhibition dedicated to the 90th anniversary of Ch. Aitmatov as part of the Third Forum of the Humanities “The Great Steppe”, held in Astana.
On August 16, 2018 the official opening ceremony of the street named after Ch.T.Aitmatov in Astana with the participation of the Prime Minister of the Kyrgyz Republic M.Abylgaziev and the Prime Minister of the Republic of Kazakhstan B.Sagintayev. The event was organized as part of the 7th meeting of the Intergovernmental Council of the Kyrgyz Republic-Kazakhstan. The Kyrgyz side was also attended by the Vice Prime Minister of the Kyrgyz Republic Zh.Razakov, the Minister of Economy of the Kyrgyz Republic O.Pankratov, the Minister of Transport and Roads of the Kyrgyz Republic Zh. Kalilov, the First Deputy Foreign Minister D.Kemelova, the son of Ch.Aitmatov - E.Aitmatov, representatives of the Kyrgyz diaspora in Astana. From the Kazakhstan side, the Minister of Culture and Sports of the Republic of Kazakhstan A.Mukhamediuly, Deputy Akim of Astana E.Amanshaev, deputies of the Majlis of the Parliament of the Republic of Kazakhstan, representatives of the cultural intelligentsia and the public of the republic took part in the ceremony.
September 11, 2018 in one of the largest educational institutions of Kazakhstan - Nazarbayev University, the Embassy organized a thematic evening dedicated to the anniversary of Ch.Aitmatov. The university students prepared a concert and theatrical performance based on the works of a Kyrgyz writer. Askar Aitmatov, President of Nazarbayev University of Shigeo Katsu, Professor Gultas Kurmanbay, professor of Kastamonu University (Turkey) Orkhan Soylemez and People's Artist of the Republic of Kazakhstan, Art director of the Kazakh Kuhana Music and Drama Theater Tal K. shared their thoughts on the creative legacy and spiritual precepts of Ch.Aitmatov.
On September 12, 2018 in Astana the Embassy, together with the National Academic Library of the Republic of Kazakhstan, held a round table dedicated to the 90th anniversary of Ch.T. Aitmatov.
The event was held as part of the III International Reading Congress, with the participation of writers, literary critics, scientists from Kazakhstan, Russia, Italy, Turkey, Poland, Mongolia and other countries. The delegation of Kyrgyzstan was represented by the son of Ch.Aitmatov - A.Aitmatov, academician of the National Academy of Sciences of the Kyrgyz Republic A. Akmataliev, professor of KTU “Manas” K. Konkobaev, employees of the Institute of Literature of the National Academy of Sciences of the Kyrgyz Republic Soronkulov G. and Aripov S.
The moderator of the round table was a writer, journalist, head of the department of TV, radio and public relations of Eurasian National University. L.N. Gumileva G.M.Shalakhmetov, Head of the National Academic Library of the Republic of Kazakhstan U.D.Munalbaeva and professor of the Kyrgyz-Turkish Manas University K.Konkobaev.
During the event, presentations were made by O.Soilemez (Turkey), A.Akmataliev (KR), L.Stepanova (RF), A.Gotov (Mongolia), G.Soronkulov (KR), T.Alua (RK), S.Aripov (KR), F.Sessolo (Italy) and O.Turzhan (RK). The honored figure of the Republic of Kazakhstan, playwright, akyn-improviser Bayangali Alimzhanov performed an excerpt from the epic "Manas".
In the lobby of the National Library of the Republic of Kazakhstan, the Embassy organized a photo exhibition dedicated to the life and work of Ch.Aitmatov, a documentary film about the writer was shown. The library staff designed a book exhibition dedicated to the literature of Kyrgyzstan and the work of Ch.Aitmatov. The embassy presented CDs with films based on the works of Ch. Aitmatov as memorable gifts to the participants of the round table.
On December 18, 2018 the Astana Opera hosted a literary and musical evening in honor of the 90th anniversary of Ch.Aitmatov's “Universe of Genghis”. The event was organized by the Ministry of Culture and Sports of the Republic of Kazakhstan and the State Opera and Ballet Theater "Astana Opera" with the assistance of the Embassy of the Kyrgyz Republic in the Republic of Kazakhstan. From the Kyrgyz Republic, the event was attended by the Minister of Culture, Information and Tourism of the Kyrgyz Republic A.Zhamankulov, the NWP of the Kyrgyz Republic in the Republic of Kazakhstan Zh.Kulubaev, A.Aitmatov, the Kyrgyz Diaspora of Astana.
March 18, 2019 at the Eurasian National University named after L.N.Gumilyov in Nur-Sultan hosted an international forum dedicated to the 90th anniversary of Chingiz Aitmatov "Chingiz Aitmatov - the pinnacle of intelligence".
Within the framework of the forum, the presentation of the book of the prominent state and public figure of Kyrgyzstan Zhumagul Saadanbekov in the Kazakh language “Philosophy of Chingiz Aitmatov” was held.
On April 24, 2019 the Ambassador Zh.Kulubaev took part in a seminar dedicated to the epic “Manas” and modern Kyrgyz literature, organized by the International Turkic Academy as part of the international book exhibition in Nur-Sultan. The writer, playwright, Advisor to the President of the Kyrgyz Republic Sultan Raev, President of the International Turkic Academy Darkhan Kadyrali, akyn, laureate of the State Prize of the Republic of Kazakhstan Ulukbek Esdauletov, akyn, manaschi Bayangali Alimzhanov, literary critic Ularbek Nurgalym, aky, attended the seminar and gave a speech Kamshyger, Professor Kadyrali Konkobaev and others. During the seminar, books in the Kazakh language “Zhanzhaza” were presented by Sultan Raev, “Balalyk Kez” by Ch.Aitmatov, “Contemporary Kyrgyz Poetry”, and that the epic "Manas" according M.Mergenbaeva in Latin.
On June 28, 2019 the Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic to Kazakhstan, Zh.Kulubaev, as part of the Kyrgyz delegation led by the Advisor to the President of the Kyrgyz Republic S.Raev, took part in the Forum “Manas - the Eternal Heritage of the Great Steppe”, organized by the International Turkic Academy in Taldy-Korgon of the Almaty region.
The Forum presented the book of the epic "Manas" in Latin, prepared by the International Turkic Academy.
On September 13, 2019 the Embassy of the Kyrgyz Republic in the Republic of Kazakhstan organized an official reception dedicated to the 28th anniversary of the independence of Kyrgyzstan. The event was attended by representatives of the Presidential Administration, members of the Majilis and Senate of the Parliament of the Republic of Kazakhstan, representatives of ministries and departments of Kazakhstan, ambassadors accredited to Nur Sultan, heads of international and public organizations, business organizations, Kyrgyz students, media representatives, as well as representatives Diasporas of Kyrgyzstanis living in Kazakhstan. As part of the event, an exhibition of paintings by members of the Eurasian Creative Guild was organized. Video clips about Kyrgyzstan and Kyrgyz national music performed by the national ensemble were also presented to the guests. In addition, export products of the Kyrgyz Republic were presented at the reception.
On October 6, 2019 an event was organized by the Embassy of the Kyrgyz Republic in the Kut Bilim Sunday Kyrgyz ethnolinguistic school to celebrate the 30th anniversary of the acquisition of the state language status by the Kyrgyz language.
On November 13-14, 2019 the Days of Kazakh medicine in the Kyrgyz Republic were held in Bishkek. The delegation of Kazakhstan, consisting of more than 100 delegates, was headed by the Minister of Health of the Republic of Kazakhstan, E.Birtanov. The delegation included representatives of the Ministry of Health of the Republic of Kazakhstan, leading medical centers, state and private organizations in the health sector, universities, pharmaceutical manufacturers, and the public community of the Republic of Kazakhstan.
On November 26, 2019, in Bishkek, on the eve of the state visit of the President of the Republic of Kazakhstan, K.Tokayev, to the Kyrgyz Republic, the IV Kazakh-Kyrgyz intelligentsia forum was held under the name “Strong fraternal relations”, organized by the International Turkic Academy.
The meeting was attended by the Ambassador of the Kyrgyz Republic in the Republic of Kazakhstan Zh. Kulubaev, Minister of Education and Science of the Kyrgyz Republic K.Isakov, Advisor to the President of the Kyrgyz Republic S. Raev, Aide to the President of the Republic of Kazakhstan M.Asimbaev, President of the International Turkic Academy D.Kydyrali, Ambassador of the Republic of Kazakhstan in the Kyrgyz Republic K.Nurpeisov , government and public figures, prominent scientists of the two countries, academics, heads of research institutes, intellectuals and journalists.
