Cultural and humanitarian cooperation

The cultural, humanitarian and educational spheres are one of the most dynamic areas of Kyrgyz-Turkish cooperation.

One of the main areas of cooperation is education. Within the framework of this cooperation, 1792 students, both on a budgetary and on a private basis, and 19 cadets (now most of the students are in the Kyrgyz Republic and study online) are studying at the universities of Turkey. For the 2019-2020 academic year, 490 Turkish citizens studied at the universities of the Kyrgyz Republic, 311 citizens of whom were at the Kyrgyz Turkish "Manas" University, which became an educational bridge between the Kyrgyz Republic and the Republic of Turkey, as well as in other universities of Kyrgyzstan.

Another example of successful interaction between the parties is the Social Security Agreement signed in 2018 between the Government of the Kyrgyz Republic and the Government of the Republic of Turkey. According to the Agreement, citizens of the two republics who work on a legal basis and pay insurance premiums have the opportunity to receive pensions and benefits both on the territory of Kyrgyzstan and Turkey.

In 2020 and 2021 in the context of the coronavirus pandemic, one of the main aspects of the Embassy's activities was the attraction of humanitarian, technical and financial assistance in the fight against COVID-19.

An important item of humanitarian cooperation is free treatment of 150 citizens of the Kyrgyz Republic per year in hospitals of Turkey under the Agreement on Cooperation in the Field of Health and Medical Sciences. In connection with the coronavirus COVID-19, in February 2020, the Turkish side temporarily suspended the implementation of this Agreement.

The most important cultural event aimed at developing bilateral cooperation is the World Nomad Games, held three times at the initiative of Kyrgyzstan in 2014, 2016 and 2018. The goal of the World Nomad Games is to revive and preserve the culture, identity and way of life of the nomadic peoples of the world. During the III World Nomad Games on Lake Issyk-Kul in Kyrgyzstan in September 2018, it was decided to hold the next IV World Nomad Games in Turkey in 2020. In connection with the coronavirus, the Turkish side postponed the date to September 2022.

Through the organization of various events, the Embassy carries out work to promote national values and traditions, including historical figures of Kyrgyzstan.

One of the important events recently held by the Embassy together with local authorities is the official opening of the monument to Chingiz Aitmatov on December 12, 2019-on the birthday of the writer.

On August 31, 2021, in honor of the 30th Anniversary of the Independence of the Kyrgyz Republic, on the main square of the Kecioren municipality of Ankara, the opening ceremony of the monument to the hero of the Kyrgyz epic Manas took place, during which President of the Kyrgyz Republic Sadyr Zhaparov and Speaker of Grand National Assembly of Turkey Mustafa Sentop made video messages and conveyed their congratulations on this occasion.

On October 1, 2021, in the Park of Turkic History in Etimesgut municipality of Ankara, the inauguration of the monument to the first Chairman of the Council of People's Commissars of the Kyrgyz Autonomous Soviet Socialist Republic Zhusup Abdrakhmanov took place.

Cooperation in the cultural sphere is implemented both at the bilateral level and within the framework of the international organization TURKSOY. Over the past two years, a number of events was held, in particular, the opening ceremony of the Year "Osh - Cultural Capital of the Turkic World-2019", the evening "First Lady - General of Asia" dedicated to the memory of the historical personality Kurmanjan Datka, commemorative events dedicated to the 80th anniversary of Suimonkul Chokmorov, the 75th anniversary of Tattybubu Tursunbaeva, the 70th anniversary of Cholponkul Bazarbaev, the 70th anniversary of the writer Asan Zhakshylykov.

In honor of the 30th anniversary of Independence of the Kyrgyz Republic, the Embassy prepared and organized a photo exhibition in the Presidential Palace of the Republic of Turkey with participation of heads of two states, within the framework of the visit of the President of the Kyrgyz Republic Sadyr Zhaparov to Turkey (09.06.2021), in the parliament of Turkey with participation of Vice-Speaker of the Parliament Sureyya Sadi Bilgic (23.06.2021), at the Ministry of Foreign Affairs of Turkey with participation of Deputy Minister of Foreign Affairs of Turkey Yavuz Selim Kıran (06.07.2021), in the art gallery "Zafer" with the participation of Vice-Mayor of Ankara Sercan Cıggın (23.08.21), in the Nation Library located inside the Presidential complex with the participation of the First Lady of Turkey Emine Erdogan, General Director of the General Directorate of the Turkish President Office Mahmut Kazan and the Head of the Library Ayhan Tuglu (06.09.21) and in the building of the Union of Chambers and Exchanges of Turkey (TOBB) with the participation of the Head of the Union Rifat Hisarcıklıoglu (30.09.21).

According to the agreement reached with the leadership of the Union of Chambers and Exchanges of Turkey (TOBB), on August 31, 2021, the two high rise twin buildings of the Union in the center of Ankara were painted in the colors of the flag of Kyrgyzstan. On the same day, in honor of the 30th anniversary of Independence of the Kyrgyz Republic, launched a hot air balloon with the flag of the Kyrgyz Republic, after which the flag was hung on the historic Uchhisar fortress in Cappadocia, which is one of the most famous tourist regions of Turkey.
