The procedure for the movement of foreigners through the territory of Pakistan

Pakistan has a special procedure for the movement of foreigners through the country. In accordance with paragraphs 6.1 and 6.2 of the "Protocol Guide" (Handbook on Protocol Matters), issued by the Ministry of Foreign Affairs of the Islamic Republic of Pakistan in 2010, the territory of Pakistan is divided into "open areas" (Open Areas), which are visited by foreigners on a notification basis, and "prohibited areas” (Prohibited Areas), entry into which is prohibited. “Open Areas” refers to the entire territory of Pakistan, with the exception of the “prohibited areas” listed in paragraph 6.2 of the said Guidelines (see Appendix 1). The list of "prohibited areas" consists of 11 items, indicating specific areas of Pakistan with a special entry regime. These include Azad Jammu and Kashmir, parts of Punjab, Baluchistan, Gilgit-Baltistan and Khyber Pakhtunkhwa provinces, Federally Administered Tribal Areas (TFTA), military bases in areas adjacent to the Pakistani-Indian border and the Pakistani-Afghan border, Port of Karachi.

In most cases, the status of "prohibited areas" is assigned because of the difficult military-political situation that is continuing there. If the situation changes and there are no visible threats to the security of foreigners, the territory, at the request of local authorities, may be assigned the status of an “open area”. The special procedure for the movement of foreigners through Pakistan is quite justified. Such regime is implemented due to the difficult military and political situation in a number of regions of the host country, as well as the high level of terrorist threat and is designed to ensure the safety of foreigners during their trips within the country.
