The reception of documents for obtaining Meken-card

Foreign nationals who were previously citizens of the Kyrgyz Republic, their children and grandchildren have the right to apply for the status of compatriot with foreign citizenship, except citizens of states bordering the Kyrgyz Republic.

For this purpose, a foreign national residing in the Benelux countries should apply to the Embassy of the Kyrgyz Republic in the Kingdom of Belgium.

It is worth noting that the status of compatriot with foreign citizenship is granted to citizens of foreign countries with the following rights:

- Enter, exit, transit, travel and stay on the territory of the Kyrgyz Republic without having to apply for a visa;

- Reside permanently in the Kyrgyz Republic without obtaining a residence permit;

- Work or engage in labour activities on the grounds and in the manner prescribed for the citizens of the Kyrgyz Republic without obtaining work visas and work permits;

- Equal pay conditions for paid services in health care and education on an equal footing with citizens of the Kyrgyz Republic;

- Alienation of agricultural land within ten years from the moment of accrual of the right to a land plot;

- possibility of registration at the place of residence within 90 (ninety) working days after crossing the state border of the Kyrgyz Republic.

With the assignment of the aforementioned status, a «Meken-card» document is issued, which is valid for 10 years.

The status of compatriot with foreign citizenship is granted according to the general and simplified procedures. If no more than six months have passed since renouncing the citizenship of the Kyrgyz Republic, foreign nationals have the right to apply under the simplified procedure.

List of documents required to be granted the status of a compatriot with foreign nationality under the general procedure:

1) For foreign nationals who were previously citizens of the Kyrgyz Republic:

- application processed through the AIS;

  - Color photo (4*6, on white background) on electronic media in ".jpeg" format (sent in advance to kgembassy.be@mfa.gov.kg);

- Passport of the foreign citizen;

- Certificate of clean criminal record of the foreign citizen in the territory of the state of which he/she is a citizen;

- Certificat de casier judiciaire vierge du citoyen étranger sur le territoire de l'État dont il est citoyen (fr);

- Certificaat van schoon strafblad van de buitenlandse burger op het grondgebied van de staat waarvan hij / zij een burger is (duch);

- receipt confirming the payment for the registration, production and issue of the Meken-card;

- receipt proving the payment of consular fees;

- document confirming the termination of citizenship of the Kyrgyz Republic (required if there is no information in the AIS);

2) For foreign nationals who are children or grandchildren of a foreign national who was previously a citizen of the Kyrgyz Republic, regardless of their original citizenship of the Kyrgyz Republic:

- an application prepared through the AIS;

  - Color photo (4*6, on white background) on electronic media in ".jpeg" format (sent in advance to kgembassy.be@mfa.gov.kg);

- Passport of a foreign citizen;

- Certificate proving that the foreign citizen has no criminal record in the territory of the state of which he/she is a citizen;

- receipt confirming the payment for the registration, production and issue of the Meken-card;

- receipt proving the payment of consular fees;

- documents confirming the relationship and their copies (birth certificate, extract from the birth record, in case of change of personal data - documents confirming the change of personal data).

3) for foreign nationals who are children or grandchildren of citizens of the Kyrgyz Republic, regardless of their original citizenship of the Kyrgyz Republic:

- application, processed through the AIS;

  - Color photo (4*6, on white background) on electronic media in ".jpeg" format (sent in advance to kgembassy.be@mfa.gov.kg);

*Scanned photos are not suitable!

- Passport of the foreign citizen;

- Certificate of clean criminal record of the foreign citizen in the territory of the state of which he/she is a citizen;

- receipt confirming the payment for the registration, production and issue of the Meken-card;

- receipt proving the payment of consular fees;

- documents confirming family ties and copies thereof (birth certificate or extract from the birth record; in case of change of personal data - documents confirming the change of personal data);

- Passport of a citizen of the Kyrgyz Republic (father or mother, grandfather or grandmother) and a copy of it.

4) for foreign citizens born in the Kyrgyz SSR, as well as their children and grandchildren:

- application processed through AIS;

  - Color photo (4*6, on white background) on electronic media in ".jpeg" format (sent in advance to kgembassy.be@mfa.gov.kg);

- Passport of the foreign citizen;

- certificate confirming that the foreign national has no criminal record in the territory of the state of which he/she is a citizen;

- receipt confirming the payment for the registration, production and issuance of the Meken-card;

- receipt proving the payment of consular fees;

- birth certificate issued in the territory of the Kirghiz Soviet Socialist Republic and a copy of it;

- documents confirming family ties for children and grandchildren of foreign citizens born in the Kirghiz SSR and copies thereof (birth certificate or excerpt from the birth record or birth certificate).

List of documents required for granting the status of a compatriot with foreign citizenship under the simplified procedure:

- application, prepared through the AIS;

- Color photo (4*6, on white background) on electronic media in ".jpeg" format (sent in advance to kgembassy.be@mfa.gov.kg);

- passport of a foreign citizen

- certificate confirming that the foreign national has no criminal record in the territory of the state of which he/she is a citizen

- receipt confirming the payment for the registration, production and issue of the Meken-card;

- receipt confirming payment of consular fees.

Copies of official documents drawn up in a foreign country are subject to consular legalisation or apostille in accordance with the established procedure.

Documents drawn up in a foreign language must be translated into the state or official language and certified by a notary.
