The two states coincide or have close positions on a wide range of issues of international politics. Kyrgyzstan and Kazakhstan closely cooperate within the framework of the UN, OSCE, CIS, CSTO, EurAsEC and SCO.

After the April 2010 events, Kazakhstan was one of the first to send the Deputy Chairman of the Majilis of the Parliament of Kazakhstan - OSCE Special Envoy Z.Karibzhanov to Kyrgyzstan.

Later, the OSCE Chairman, Secretary of State - Minister of Foreign Affairs of the Republic of Kazakhstan K.Saudabayev, First Deputy Prime Minister of Kazakhstan U.Shukeev, Special Representative of the President of the Republic of Kazakhstan for Cooperation with Kyrgyzstan B. Utemuratov, First Deputy Minister of Foreign Affairs of RK N.Abykayev and other persons visited the Kyrgyz Republic.

In the same year, the President of the Kyrgyz Republic R. Otunbayeva, the First Deputy Chairman of the Provisional Government of the Kyrgyz Republic A. Atambayev, the Minister of Finance of the Kyrgyz Republic Ch. Imashev and others visited the Republic of Kazakhstan.

Kyrgyz-Kazakh political contacts in 2011 were actively maintained at all levels. The President of the Kyrgyz Republic R. Otunbayeva, the Prime Minister of the Kyrgyz Republic A. Atambayev, the Toraga of the Jogorku Kenesh of the Kyrgyz Republic A. Keldibekov, the First Vice Prime Minister of the Kyrgyz Republic O. Babanov, Heads of various Ministries and Departments of the Kyrgyz Republic visited Kazakhstan. The Prime Minister of the Republic of Kazakhstan K.Massimov had a working visit to Kyrgyzstan, during which the 2nd meeting of the Kyrgyz-Kazakh Intergovernmental Council was held in Bishkek.

The year 2012 was the most intense and productive year. President of the Kyrgyz Republic A. Atambayev (May 10-11) and Prime Minister O. Babanov (July 1-2) visited the Republic of Kazakhstan with official visits. In Astana, the third meeting of the Kyrgyz-Kazakh Intergovernmental Council held with the participation of Heads of Government.

Discussion during these visits, covered topical issues of bilateral cooperation in the economic, investment, energy, humanitarian and other spheres, interaction and coordination of efforts of the two countries in the framework of international organizations and forums.

An Intergovernmental agreement signed on the conditions of staying of citizens of Kyrgyzstan on the territory of Kazakhstan and citizens of Kazakhstan on the territory of Kyrgyzstan. This establishes the mode of their stay up to 90 days without re-registration, as well as Interregional agreements on cooperation and the establishment of twin city relations between the Osh and Karaganda, Chui and South Kazakhstan, Talas and Zhambyl regions of the two states.

On August 22, 2012, for the first time in the history of Kyrgyz-Kazakh relationships, the state visit of the President of the Republic of Kazakhstan N.Nazarbayev to Kyrgyzstan was held, this visit held in the twentieth year anniversary of establishing diplomatic relations between two states. In Bishkek, the Presidents signed the Anniversary Declaration on the deepening of strategic partnership and allied relations between the Kyrgyz Republic and the Republic of Kazakhstan.

The next 3rd meeting of the Supreme Interstate Council of the KR-RK (SIC) was held under the chairmanship of the Heads of states. By the decisions of the Ministry of Civil Defense, the creation of the Inter-Parliamentary Council of the Kyrgyz Republic and the Republic of Kazakhstan was approved and the Action Plan for cooperation between the Kyrgyz Republic and the Republic of Kazakhstan for 2012-2015 was approved.

 

In the framework of visit, the following was also signed:

Agreement between the Governments of the Kyrgyz Republic and the Republic of Kazakhstan on coordination of radio frequency assignments in the radio frequency band 30-2000 MHz used by the radio services of the Republic of Kazakhstan and the Kyrgyz Republic;

Protocol on making amendments and additions to the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on the establishment of the Kyrgyz-Kazakhstan Investment Fund of July 11, 2007;

Agreement between the State Drug Control Service under the Government of the Kyrgyz Republic and the Ministry of Internal Affairs of the Republic of Kazakhstan on cooperation in the fight against illicit trafficking of drugs, psychotropic substances and precursors;

The program of cooperation between the Ministry of Foreign Affairs of the Kyrgyz Republic and the Ministry of Foreign Affairs of the Republic of Kazakhstan for 2012-2013.

In 2013, contacts at all levels were actively maintained. The President of the Kyrgyz Republic A. Atambayev (April 11 and May 29), the Prime Minister of the Kyrgyz Republic J. Satybaldiev (September 25) visited Kazakhstan with working visits. An official visit of the Minister of Foreign Affairs of the Kyrgyz Republic E. Abdyldaev to the Republic of Kazakhstan (April 12) took place.

The President of Kazakhstan N.Nazarbayev visited Bishkek twice within the framework of participation in the summits of the CSTO (May 28) and the SCO (September 13).

A wide range of issues of bilateral cooperation were considered during the official visit to Kyrgyzstan of the Prime Minister of Kazakhstan S.Akhmetov and the next meeting of the Kyrgyz-Kazakh Intergovernmental Council, which took place on November 1, 2013.

November 7, 2014, in Astana, within the framework of state visit to the Republic of Kazakhstan, discussions were held between the President of the Kyrgyz Republic A. Atambayev and the President of the Republic of Kazakhstan N. Nazarbayev, during which the Heads of two countries discussed actual issues of bilateral cooperation, noting the high level of interaction between the countries.

In 2014, there were also 3 working visits of the Prime Minister of the Kyrgyz Republic to the RK, Ministerial Council of the Kyrgyz Republic and the RK, as well as Inter-MFA consultations.

In 2015, on July 6, in Astana and on August 12, in Cholpon-Ata, the Heads of State of the Kyrgyz Republic and the Republic of Kazakhstan held meetings within the framework of multilateral format events.

September 11, 2015 President of the Kyrgyz Republic A.Atambayev took part in the 5th meeting of the Cooperation Council of Turkic-speaking States (CCTS) in Astana. In October 2015, President of the Kyrgyz Republic A. Atambayev participated in the meeting of the Heads of State of the CIS and the Supreme Eurasian Council in the resort area of ​​Burabai.

On May 28-29, 2015, the Prime Minister of the Kyrgyz Republic T.Sariev had a working visit to the Republic of Kazakhstan to participate in a meeting of the CIS and the Eurasian Intergovernmental Council in the village of Burabai.

On July 19-20, 2015, the Prime Minister of the Republic of Kazakhstan K.Massimov had a working visit to the Kyrgyz Republic (Cholpon-Ata).

On May 25, 2016, in Astana, Kyrgyz-Kazakh Inter-MFA consultations held to prepare the substantive part of the upcoming mutual visits at the highest and high levels.

 

May 31, 2016. President of the Kyrgyz Republic A.Atambayev took part in the meeting of the Supreme Eurasian Economic Council in Astana.

On June 7, 2016 in Bishkek, the first round of negotiations of the IPU meeting was held, with the participation of the Prime Minister of the Kyrgyz Republic S. Zheenbekov and the Prime Minister of the Republic of Kazakhstan K. Masimov.

On March 6-7, 2017, Prime Minister of Kazakhstan B.Sagintayev took part in a meeting of the Eurasian Intergovernmental Council in Bishkek, during which a bilateral meeting with the Prime Minister of the Kyrgyz Republic was held.

On April 14, 2017, the working visit of the President of Kazakhstan N.Nazarbayev to Bishkek was held to attend the regular meeting of the Higher Eurasian Economic Council (HEEC) and the informal meeting of the Heads of the CSTO member states.

April 21-22, 2017 Minister of Foreign Affairs of the Kyrgyz Republic E. Abdyldayev took part in the meeting of the SCO Ministerial Council.

On June 8-10, 2017, the working visit of the President of the Kyrgyz Republic A.Atambayev to Kazakhstan took place. June 9, President of the Kyrgyz Republic A. Atambayev took part in the meeting of the SCO Heads of State Council and the opening ceremony of the EXPO-2017 exhibition.

In August 2017, the Prime Minister of the Kyrgyz Republic S. Jeenbekov, within the framework of participation in the Council of the EEU Heads of Government meeting, had a working visit to Astana.

The official visit of the President of the Kyrgyz Republic S.Zheenbekov to the Republic of Kazakhstan, held on December 25-26, 2017, laid a solid foundation for a cardinal improvement of bilateral Kyrgyz-Kazakh relations.

The results of the visit were not only the strengthening of personal contacts and relations between the Heads of two states, but also the signing by the President of the Kyrgyz Republic S. Zheenbekov and the President of the Republic of Kazakhstan N. Nazarbayev - the Treaty on the Demarcation of the Kyrgyz-Kazakh State Border and the Joint Statement of the Heads of Two States, the Action Plan. The same time, the Heads of the Border services of the Kyrgyz Republic and the Republic of Kazakhstan signed an agreement on the regime of the Kyrgyz-Kazakh state border.

March 15, 2018. President of the Kyrgyz Republic S. Zheenbekov took part in a consultative meeting of the Heads of Central Asian states in Astana. During this event, meetings of S. Zheenbekov with the President of the Republic of Kazakhstan N.Nazarbayev and the Prime Minister of the Republic of Kazakhstan B.Sagintayev took place. On May 17-18, 2018, Vice Prime Minister of the Kyrgyz Republic Z. Askarov took part in the work of the Astana International Economic Forum.

On June 1, 2018, a working meeting of the Prime Minister of the Kyrgyz Republic M. Abylgaziyev with the Prime Minister of the Republic of Kazakhstan B. Sagintayev held in Dushanbe within the framework of the Council of Heads of Government of the CIS.

July 6, 2018. President of the Kyrgyz Republic S. Zheenbekov arrived in Astana to participate in events in honor of the 20th anniversary of the capital of the Republic of Kazakhstan. The President of Kyrgyz Republic, together with the Presidents of Kazakhstan N. Nazarbayev, Uzbekistan Sh. Mirziyoyev and Tajikistan E. Rakhmon, also attended on July 5 the official opening ceremony of the Astana International Financial Center (AIFC).

From 20 to 22 July 2018, the meeting of the Ministers of Foreign Affairs of the Central Asian countries was held in Cholpon-Ata, where the Minister of Foreign Affairs of the Kyrgyz Republic E.Abdyldayev held a bilateral meeting with the Minister of Foreign Affairs of the Republic of Kazakhstan K.Abdrakhmanov.

During the meeting, the Foreign Ministers of two countries discussed actual issues of Kyrgyz-Kazakh cooperation, including, in the field of transport and communications, trade, economic, cultural and humanitarian areas, the calendar plan for upcoming meetings and visits at the highest and high levels. Special attention was paid to the work of checkpoints on the border between the Kyrgyz Republic and the Republic of Kazakhstan, protection of the rights and interests of citizens of the Kyrgyz Republic in the Republic of Kazakhstan.

On August 16-17, 2018, the Prime Minister of the Kyrgyz Republic M. Abylgaziyev visited Astana, within the framework of participation in the 7th Meeting of the Kyrgyz-Kazakh Intergovernmental Council.

During bilateral meeting with the Prime Minister of the Republic of Kazakhstan B. Sagintayev, Mr.M. Abylgaziyev emphasized that the strengthening of strategic relations with the Republic of Kazakhstan is one of the priorities in the foreign policy of the Kyrgyz Republic.

Following the meeting, the parties signed the Protocol of the 7th Meeting of the Kyrgyz-Kazakh Intergovernmental Council. In addition, the Protocol on Amendments to the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on checkpoints across the state border of December 29, 2003 was signed.

Following the meeting, a Memorandum of Cooperation signed between the Ministry of Economy of the Kyrgyz Republic and the Ministry of National Economy of the Republic of Kazakhstan. The agreement reflects all relevant issues of economic cooperation between two countries and the fact of growth in mutual trade was recorded.

September 2, 2018. President of the Kyrgyz Republic S. Zheenbekov met with President of the Republic of Kazakhstan N. Nazarbayev, who arrived in Kyrgyzstan to attend the Meeting of the Summit of Heads of State of the Cooperation Council of Turkic-speaking States, held on September 3, 2018 in Cholpon-Ata.

During the meeting, S. Jeenbekov emphasized that Kyrgyz-Kazakh relations based on historical traditions and mutual respect will continue to be strengthening and developing for the benefit of the peoples of the two fraternal countries.

On September 2, 2018, the President of the Republic of Kazakhstan N.Nazarbayev also participated as a honorary guest in the opening ceremony of the Third World Nomad Games held in the city of Cholpon-Ata.

On September 3, 2018, in Cholpon-Ata, a meeting of the Heads of States of the VI Summit of the Cooperation Council of Turkic-speaking States (CCTS) took place. The Presidents of the Kyrgyz Republic - Sooronbay Jeenbekov, Azerbaijan - Ilham Aliyev, Kazakhstan - Nursultan Nazarbayev, Turkey - Recep Tayyip Erdogan took part in the Summit. President of Uzbekistan Shavkat Mirziyoyev and Hungarian Prime Minister Viktor Orban took part as guests of honor. The Chairmanship of the Cooperation Council of Turkic-speaking States was transferred from Kazakhstan to Kyrgyzstan.

On October 27, 2018, in the framework of the working visit to Kazakhstan, the meeting of the Minister of Foreign Affairs of the Kyrgyz Republic Ch. Aidarbekov with the Minister of Foreign Affairs of the Republic of Kazakhstan K. Abdrakhmanov took place in Astana. During this talks, the sides reviewed topical issues of further enhancing Kyrgyz-Kazakh relations.

November 1, 2018. Prime Minister of the Kyrgyz Republic M. Abylgaziyev took part in a meeting of the Council of Heads of Government of the Commonwealth of Independent States, held in Astana.

During the Council of Heads of Government of CIS meeting, the Prime Minister also took part in the meeting of the President of Kazakhstan N. Nazarbayev with the Heads of Governments of the CIS countries, during which N. Nazarbayev wished the participants successful work and the adoption of decisions to improve the interaction of the CIS countries.

On November 8, 2018, the President of the Kyrgyz Republic S. Zheenbekov visited Astana with a working visit, within the framework of participation in the Collective Security Council Summit of CSTO. During the meeting of the CSTO Heads of State, discussed security issues in the region, including general measures against parties to armed conflicts fighting on the side of terrorist groups. Following the meeting, the leaders of the CSTO countries adopted a Declaration of the Collective Security Council.

At this stage, Kyrgyz-Kazakh relationships are developing dynamically, an active political and economic dialogue is being maintained between Bishkek and Astana. Kyrgyzstan and Kazakhstan both aimed at further deepening allied relations and strategic partnership.
