Consular services

For citizens of the Kyrgyz Republic over 18 years old, the following documents are required for the initial processing/exchange of a general civil (foreign) passport of the Kyrgyz Republic:
1) Original of the Kyrgyz Republic national passport + copy of the main page of the passport;
2) Original ID card of KR (if any, optional) + copy; 
3) Original birth certificate + copy;
4) Photograph on electronic media (CD/flash-card), color, clean white background, without glasses, size 4*6, jpeg;
5) Certificate proving marital status (marriage certificate, divorce certificate, death certificate, name change certificate, etc.) + copy;
In case of registered official marriage in the Registry Office in France: original copy of marriage certificate, apostilled with notarized translation into Kyrgyz or Russian. 
To change family name on the basis of the French marriage certificate, the passport is exchanged in two steps: you should fill in the appropriate form through AIS Registry Office, which is an additional procedure and takes 5 working days. After confirmation of this form in the Central Registry Office of the Kyrgyz Republic, electronic filling of the passport form is done in the personal presence of the applicant.
6) Permit for residence in France (residence permit/visa) + copy;
7) Application form (written as you arrive at the Embassy for registration);
8) Payment of consular fees in the amount of $30. 8) Payment of consular fees in the amount of $30 to the account of the Embassy of the Kyrgyz Republic in France;
9) In addition to the consular fee it is necessary to pay in addition in the Kyrgyz Republic (RSK Bank, Aiyl Bank, Kyrgyz Postasy, Finance Credit Bank) a state duty for processing, manufacturing of passport of the Kyrgyz Republic (payment code is given in the process of registration of passport).
The state duty is paid to the account of the State Registration Service under the KR Government and SE "Infokom" which are the passport manufacturers.
Please note that the Embassy does not accept the state fee for the passport.
10) The term of making a passport is 35-45 days (excluding delivery to the Embassy). On the issue of receiving the passport, it directly depends on the delivery of diplomatic mail. Please note that there is no fixed time frame for delivery, since the delivery of diplomatic mail from the Kyrgyz Republic to France is done only through civil servants and other officials traveling on business.
Note: In some cases additional documents may be required. If your passport has been lost, a certificate from the police where your passport was lost will be provided.
When the list of required documents is ready, you should contact the Embassy Consul to schedule a time/date for the RV to apply for a new passport.

Registration of the general passport for children, 
under 18 years of age:
1) Child's birth certificate (if there is a foreign certificate, then translation of the document into Russian with an apostille is required (original + copy);
2) If there is a passport - original passport + copy 
3) Original passports of the parents + copies. If the parent is a citizen of a foreign country, his passport with a notarized translation is required, as well as a notarized consent of the parent for the passport of his child.
4) Residence permit of the country of residence (residence permit/visa) + copy;
5) Digital photo (CD/flash-card), color, white background, no glasses, size 4*6, jpeg format.
6) Application form (to be written as you arrive at the Embassy for processing);

Note: The presence of a child is required. In some cases notarized consent of one of the parents may be required. If one of the parents is a foreign citizen, notarized consent and a certified copy of the passport is required.


Registration of birth certificate

If they lose their passport or a substitute document during a temporary stay in France, Kyrgyz nationals must apply to the Embassy for a temporary travel document "certificate of return", which is issued for up to 30 days.
After returning to the KR, the applicant must apply to the population registration authorities within one month to obtain a new passport and hand in the certificate.
The following documents must be submitted in order to obtain a certificate for return to the home country:
1) Appropriate application stating the reason for not having a passport of a citizen of the KR (to be written as you arrive at the Embassy for registration);
2) Copy of passport, birth certificate or other documents confirming the identity of the applicant;
3) Reference from the police about registration of the fact of theft, loss or other illegal seizure of a passport of a citizen of the Kyrgyz Republic. The certificate must contain details of the lost/stolen passport, as well as the name and surname of the owner of the document.
4) Photograph on electronic media (flash card), white background, without glasses, size 4 cm by 6 cm, jpeg format.
5) Copy of air ticket and other documents (if necessary).
