Plenipotentiary Representation of the Ministry of Foreign Affairs of the Kyrgyz Republic in Osh, Jalal-Abad and Batken  regions

In 1995, the Consular Agency of the Ministry of Foreign Affairs of the Kyrgyz Republic was established in the city of Osh. In 2000, in accordance with the Resolution № 477 of August 11, 2000 of the Government of the Kyrgyz Republic agency was transformed into the Plenipotentiary Representation of the Ministry of Foreign Affairs of the Kyrgyz Republic in the south of Kyrgyzstan.

On December 25, 2013, by the Resolution № 705 the Kyrgyz Republic Government approved the Regulations on the Plenipotentiary Representation of the Ministry of Foreign Affairs of the Kyrgyz Republic in the Osh, Jalal-Abad and Batken regions (hereinafter - the Plenipotentiary).

The Ministry of Foreign Affairs of the Kyrgyz Republic exercises overall leadership and coordination of the activities of the Plenipotentiary.

The Plenipotentiary is located in the cities of Osh and Jalal-Abad, as well as in the town of Batken.

The purpose of the activity of the Plenipotentiary is to participate, within its competence, in effective implementation of the foreign policy of the Kyrgyz Republic, as well as to protect the sovereignty, territorial integrity and other national interests of the Kyrgyz Republic in international relations.

The Plenipotentiary, within its competence and in coordination with the Ministry, performs the following tasks:

1. It participates in the conduct of the foreign policy of the Kyrgyz Republic aimed at full development of its equitable relations with foreign states and effective cooperation with international organizations in accordance with generally recognized norms of international law;

2. It participates in protecting the sovereignty, territorial integrity and other national interests of the Kyrgyz Republic in international relations by using diplomatic tools;

3. It participates in implementing the economic, social and migration policy of the Kyrgyz Republic.

4. It ensures relations with consular offices of foreign states, international organizations and their representations, which are located and carry out their activities in Osh, Jalal-Abad and Batken provinces of the Kyrgyz Republic.

5. It participates in developing and expanding foreign economic and trade relations of the Kyrgyz Republic with foreign countries, promoting exports and tourism opportunities of the Kyrgyz Republic, attracting foreign investments, new technologies and innovations to the economy of the Kyrgyz Republic, developing humanitarian and technical cooperation with foreign countries and international organizations.

To accomplish the tasks assigned, the Plenipotentiary, within its competence, performs the following functions:

1. It develops and submits proposals to the Ministry to implement the foreign policy of the Kyrgyz Republic.

2. It promotes statements and other foreign policy initiatives on behalf of the Ministry.

3. It ensures the participation of the Ministry in international conferences and forums held in Osh, Jalal-Abad and Batken provinces of the Kyrgyz Republic.

4. It organizes consular activity in the territory of Osh, Jalal-Abad and Batken provinces of the Kyrgyz Republic in accordance with the legislation of the Kyrgyz Republic and the norms of international law.

5. It promotes the development and preservation of ties and contacts of the Kyrgyz Republic with the Kyrgyz diasporas and compatriots living abroad.

6. It develops drafts of international treaties and regulatory legal acts of the Kyrgyz Republic.

7. In agreement with the Ministry, it provides explanations on the requests of state bodies, deputies of the Jogorku Kenesh (Parliament) of the Kyrgyz Republic, local self-government bodies, as well as individuals and legal entities on the implementation of the foreign policy of the Kyrgyz Republic;

8. It participates in the implementation of the policies and activities of the Government of the Kyrgyz Republic in such areas as national security, defense, use of natural and water-energy resources, environmental protection, foreign economic and trade, scientific and technical, cultural and humanitarian, migration links;

9. It assists in implementing the state migration policy of the Kyrgyz Republic, along with participating in implementing measures with the appropriate state bodies to prevent and suppress illegal migration and organize migration control.

10. It develops and submits to the Ministry drafts of positions of the Kyrgyz Republic on foreign policy issues within the framework of bilateral and multilateral cooperation.

11. In coordination with the Ministry, it provides diplomatic support in the relations of state bodies and local self-government bodies of the Kyrgyz Republic and their officials with state bodies and officials of foreign states or officials of international organizations.

12. In coordination with the Ministry, it informs the state bodies of the Kyrgyz Republic, mass media on the international situation and foreign policy of the Kyrgyz Republic.

13. It provides assistance in creating necessary conditions for activities of consular offices of foreign states, as well as international organizations and their representations that are located and operating in the Osh, Jalal-Abad and Batken provinces of the Kyrgyz Republic in accordance with the regulatory legal acts of the Kyrgyz Republic and norms of international law.

14. It assists in coordinating activities of state bodies and local self-government bodies of Osh, Jalal-Abad and Batken regions of the Kyrgyz Republic in order to they and their officials comply with the principle of the unity of foreign policy in international activities and fulfillment of international obligations of the Kyrgyz Republic.

15. It interacts with structural subdivisions of the Ministry and through them with foreign institutions of the Kyrgyz Republic, and also assists them in the implementation of international activities in the Osh, Jalal-Abad and Batken provinces of the Kyrgyz Republic.

16. It also carries out other functions assigned by the Ministry.

In general, the activities of the Kyrgyz Ministry of Foreign Affairs in the south of Kyrgyzstan are aimed at strengthening the work of the Ministry of Foreign Affairs of the Kyrgyz Republic in pursuing the course of the common foreign policy of the Kyrgyz Republic with neighboring countries, in particular with the Republic of Uzbekistan, Republic of Tajikistan and Chinese People's Republic.

The Plenipotentiary analyzes of the situation in the region and contributes effectively to solving border and water issues where diplomatic intervention is necessary.

Also, assistance is provided in the development of cross-border cooperation, trade, economic, cultural, humanitarian, tourist and other ties of the southern regions of the Kyrgyz Republic with foreign states, as well as attracting investments in the southern regions of Kyrgyzstan.

Similar practice exists in other countries; the representative offices and agencies of foreign affairs of the Republic of Kazakhstan are very effective in Almaty, in the Republic of Tajikistan in Khudzhand, in the Islamic Republic of Pakistan in Karachi, and the Russian Federation - in all federal districts of Russia.
