Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic

to the Russian Federation

 

Gulnara Klara Samat was born on August 20, 1963, in the city of Tash-Kumyr, Osh region of the Kyrgyz Republic.

 

Education

In 1986, she graduated from the Kaliningrad State University, Russian Federation, with a degree in teaching Russian language and literature. In 2001-2005, she pursued a PhD degree in political science at the Russian Peoples' Friendship University of the Russian Federation and graduated in 2005.

Gulnara Klara Samat has a PhD in Political Science.

 

Work Experience

In 1986

- She was a teacher of Russian language and literature at school №7 in Tash-Kumyr, Osh region of the Kyrgyz Republic.

Between 1987 and 1991

- She served as a Secretary of the primary Komsomol organisation of the Technical secondary vocational school -74, a head of Komsomol organisations division of the Office of the City Committee of the Lenin Communist Youth Union.

Between 1995 and 1998

- She worked as the 3rd Secretary, 2nd Secretary and Counsellor of the Foreign Ministry of the Kyrgyz Republic.

Between 1998 and 2000

- She worked as the 1st Secretary of the Embassy of the Kyrgyz Republic in the Republic of Belarus.

Between 2001 and 2003

- She was a consultant of the Office of Plenipotentiary Representatives of States in the Commission on Economic Affairs under the CIS Economic Council.

Between 2001 and 2005

- She was a consultant to the Plenipotentiary Representative of the Kyrgyz Republic in the Commission on Economic Affairs under the CIS Economic Council

Between 2005 and 2006

- She worked as a Counsellor of the Embassy of the Kyrgyz Republic in the Russian Federation.

Between the 8th of June, 2006 and the 10th of October, 2006

- She served as a press Secretary of the President of the Kyrgyz Republic.

 

Between 2006 and 2007

- She served as director of the International Institute for Strategic Studies under the President of the Kyrgyz Republic.

Between 2007 and 2008

- She served on the Central Commission for Elections and Referendums of the Kyrgyz Republic as Chairman.

Between 2018 and 2021

- She was a Member of the Jogorku Kenesh (Parliament) of the Kyrgyz Republic.

On the 22nd of February, 2021

- She was appointed Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic to the Russian Federation by decree of the President of the Kyrgyz Republic.

 

Additional Information

She was awarded the CIS Executive Committee Certificate for her great contribution to the development of the Commonwealth of Independent States. In addition, she received the gratitude of the Council of Foreign Ministers of the CIS.

She is an initiator and one of the founders of the Kyrgyz diaspora “Kyrgyz Birimdigi”, the first officially established in the Russian Federation.

She is an honorary citizen of the village of Ak-Dobo, Bakai-Ata district, Talas region, Kyrgyzstan.

She was assigned a class rank of State Counsellor to the State Civil Service of the Kyrgyz Republic of third class.
