On November 3, 2022, at the invitation of the Minister of Foreign Affairs of the Kyrgyz Republic Zheenbek Kulubaev, the official visit of the Minister of Foreign Affairs of the Republic of Uzbekistan Vladimir Norov to the Kyrgyz Republic took place.

The heads of the foreign ministries held very intensive and fruitful negotiations. In a traditionally friendly and trusting atmosphere, the parties discussed key issues in the development of Kyrgyz-Uzbek relations, prospects for their further expansion and deepening in political, trade, economic, investment, cultural, humanitarian and other areas, and exchanged views on current regional and international issues. On many of them, the parties came to a mutual understanding, reached agreements taking into account the interests of both sides. On some issues, further solutions were outlined.

The parties were unanimous in their opinion that relations between the Kyrgyz Republic and the Republic of Uzbekistan are dynamically developing in the spirit of friendship, good neighborliness, and strategic partnership, and noted the intention to further expand and deepen cooperation between the countries based on common historical heritage, culture, linguistic, spiritual traditions and values two fraternal peoples.

Much attention was paid to the preparation of the upcoming state visit of the President of the Republic of Uzbekistan Sh.M. Mirziyoyev to the Kyrgyz Republic. The ministers agreed to intensify the study of the content of the visit with an emphasis on promoting trade and economic cooperation and the implementation of major investment projects.

Following the negotiations, the parties signed an Agreement between the Kyrgyz Republic and the Republic of Uzbekistan on certain sections of the Kyrgyz-Uzbek state border, an Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the Republic of Uzbekistan on the joint management of water resources of the Kempirabad reservoir, an Agreement between the Water Resources Service under the Ministry of Agriculture of the Kyrgyz Republic and the Ministry of Water Resources of the Republic of Uzbekistan on cooperation on water management issues, the Memorandum of Cooperation between the Ministry of Digital Development of the Kyrgyz Republic and the Uzarchiv Agency of the Republic of Uzbekistan, the Cooperation Agreement between the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic and the International Institute of Central Asia, the Cooperation Program between the foreign ministries of the two countries for 2023-2024, as well as a Joint Statement of the Ministers of Foreign Affairs of the Kyrgyz Republic and the Republic of Uzbekistan.

Within the framework of the visit of the Minister of Foreign Affairs of the Republic of Uzbekistan V.I.Norov was received by the President of the Kyrgyz Republic S.N.Zhaparov.
