Kyrgyz-Japan bilateral relations

Diplomatic relations between the Kyrgyz Republic and Japan were established on January 26, 1992. In January 2003, the Embassy of Japan was established in Bishkek, in April 2004 in Tokyo - the Embassy of the Kyrgyz Republic in Japan.

For reference: the President of the Kyrgyz Republic visited Japan 5 times (1993, 1998, 2004, 2007, 2013). Prime Minister of the Kyrgyz Republic - 6 (1992, 1994, October 1996, November 1996, 2000, 2001), Minister of Foreign Affairs of the Kyrgyz Republic - 7 (2001, 2002, 2004, 2006, 2012, 2013, 2017), Toraga of the Jogorku Kenesh of the Kyrgyz Republic - 1 (2014), parliamentary delegations - 1 (2012). In turn, the Prime Minister of Japan paid a visit to Kyrgyzstan - 1 (2015), Japan's Foreign Minister visited Kyrgyzstan - 3 (1992, 2004, 2014), parliamentary delegations - 4 (1997, 2005, 2010, 2011).

 

Political cooperation

Official visits of the Heads of State of the Kyrgyz Republic (2013) and Japan (2015) laid the foundation for bringing bilateral relations to a new level of partnership.

In the development of the summits, an important stage in the agenda of the Kyrgyz-Japanese relations was the visit of the Minister of Foreign Affairs of the Kyrgyz Republic E. Abdyldaev to Japan in March 2017.

The meeting of the Ministers for Foreign Affairs of the Kyrgyz Republic and Japan confirmed the joint desire for further rapprochement between the two countries with a focus on increasing the level of partnership. At the same time, during the visit, two grant agreements worth about 46 million US dollars were signed for the projects: "Avalanche Protection on the Bishkek-Osh Road", "Improvement of the Workshops for Maintenance of Road Maintenance Equipment Previously Received from the Japanese Side ".

Recognizing the leadership of Kyrgyzstan in the region in building parliamentary democracy, observing political rights and freedoms, the Japanese side supports inter-parliamentary cooperation with an emphasis on exchanging visits of parliamentarians and Jogorku Kenesh employees, organizing training courses, studying the experience of leading Japanese parties and the work of local government bodies.

June 21, 2018, in Tokyo, the political consultations between the Minister of Foreign Affairs of Kyrgyz Republic and Japan took place. The ministerial consultations, initiated by the Kyrgyz side, provided an opportunity to discuss topical issues of bilateral cooperation and to confirm the intention of the parties to jointly continue their elaboration.

Interparliamentary cooperation

In the light of the transition of Kyrgyzstan to a parliamentary system of government, the experience of parliamentarism in Japan is of particular value. The intensification of interparliamentary cooperation between the two countries has a significant political significance in deepening cooperation between Kyrgyzstan and Japan, as well as democratic reforms in Kyrgyzstan.

For reference: on May 20, 2015, the Japanese side provided technical assistance aimed at equipping the GRS of the KR and the CEC of the KR with modern electronic equipment to improve the process of registration and identification of voters during the electoral cycle 2015-2017, which is a key condition for ensuring fair and transparent elections . The total amount of assistance is 6.1 million US dollars.
