Diplomatic relations between the Kyrgyz Republic and the Republic of Turkey were established on December 24, 1991. Turkey was the first foreign country to recognize the independence of Kyrgyzstan and the 30th anniversary of the establishment of diplomatic relations marked  on 23 December 2021. In April 1992, the TR Embassy was opened in Bishkek and in October 1992 in Ankara the Embassy of the Kyrgyz Republic was opened in the TR. In April 1994, the Government of the Kyrgyz Republic adopted a resolution on the establishment of the General Consulate of the Kyrgyz Republic in Istanbul.

In October 2021, the President of the Kyrgyz Republic Sadyr Nurgozhoevich Zhaparov signed the Decree “On the establishment of the Consulate General of the Kyrgyz Republic in the city of Antalya”.

 

       Since the acquisition of Independence, relations between Kyrgyzstan and Turkey are based on the common history, culture, language and religion of the two fraternal nations. The principles of bilateral cooperation proceed from the generally accepted norms of international law and mutual consideration of national interests, as well as equality and friendship.

The founding documents reflecting the inner content and spirit of relations between the two countries are the Treaty on Eternal Friendship and Cooperation between the Kyrgyz Republic and the Republic of Turkey of October 24, 1997 (Download.), the Joint Statement of the Heads of the Two States “Kyrgyzstan and Turkey: Together in the 21st Century” dated July 1, 1999 (Download) and the Statement on the establishment of the Supreme Council for Strategic Cooperation between Kyrgyzstan and Turkey dated 2011 (Download..). 

      Cooperation between Kyrgyzstan and Turkey has a strategic status, enshrined in the form of the Supreme Council for Strategic Cooperation between the Kyrgyz Republic and the TR. Currently; Kyrgyz-Turkish relations are developing progressively and dynamically and are at a high level of bilateral interaction.

    In April 2019, Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic to Turkey Kybanychbek Omuraliev presented his Credentials to the President of Turkey R. Erdoğan.

     Since the establishment of diplomatic relations between the two countries, there has been a continuous political dialogue, the parties are constantly exchanging delegations of different levels. Erdogan made an official visit to the Kyrgyz Republic on September 1-3, 2018.During the visit, the 4th meeting of the High Council for Strategic Cooperation of Kyrgyzstan and Turkey was held; President of the Republic of Turkey R.T. Erdoğan took part in the 6th Summit of Heads of State of the Turkic Council in Cholpon-Ata and in the opening ceremony of the III WNG on the shores of Lake Issyk-Kul.

      The Kyrgyz Republic was one of the first to express support to the authorities of the Republic of Turkey after the attempted coup on July 16, 2016. The Kyrgyz Republic stated that it supports the legally elected state authorities of the Republic of Turkey and considers the use of military force to overthrow the leadership elected in democratic and free elections unacceptable.

     After the election of Sadyr Zhaparov as President of the Kyrgyz Republic in January 2021, contact was established with President Recep Tayyip Erdoğan through telephone conversations, during which the Heads of the two states discussed the joint fight against the coronavirus pandemic and its consequences and the development of bilateral cooperation.

     On the eve of the official visit of the President of the Kyrgyz Republic Zhaparov to Turkey, several meetings were held consecutively; on May 7, 2019, the 3rd meeting of the Joint Strategic Planning Group, on November 22, 2019, the 9th meeting of the Kyrgyz-Turkish Intergovernmental Commission on Trade and Economic Cooperation and on May 14, 2020, bilateral political consultations between foreign ministries of the two countries.

      The main event in bilateral Kyrgyz-Turkish relations in 2021 was the official visit of the President Zhaparov to Turkey on June 9-10. Within the framework of the visit, was held the 5th meeting of the Supreme Council for Strategic Cooperation between Kyrgyzstan and Turkey.

    On September 10, 2021 was held the 10th meeting of the Intergovernmental Commission on Trade and Economic Cooperation between Kyrgyzstan and Turkey in Bishkek. Within its framework, the Kyrgyz-Turkish business forum was held.

     Mutual visits of the Minister of Foreign Affairs of the Kyrgyz Republic R. Kazakbayev to Turkey on November 8-11, 2020 and the Minister of Foreign Affairs of the TR M. Çavusoğlu to Kyrgyzstan on March 10, 2021, made it possible to make a kind of "reset" on many issues of the current agenda of Kyrgyz-Turkish relations and designate the priority areas of interaction and cooperation for the short, medium and long term.

      In connection with the tragic events that occurred at the end of April 2021 in the Batken region on the border of Kyrgyzstan with Tajikistan, brotherly Turkey provided humanitarian assistance and expressed its readiness to assist in the restoration of residential buildings and social facilities in the Batken region.

      Within the framework of multilateral cooperation, one of the most significant formats is cooperation with the Organization of Turkic States (OTS). On November 12, 2021, in Istanbul, President of the Kyrgyz Republic Zhaparov, along with the heads of Azerbaijan, Kazakhstan, Turkey, Uzbekistan, Turkmenistan and Hungary, took part in the 8th Summit of the Organization of Turkic States.
