Dear veterans!

Ladies and gentlemen!

Congratulations on the 75th anniversary of the Ministry of Foreign Affairs of the Kyrgyz Republic!

Today we celebrate not only the anniversary of the ministry, but also the professional holiday of all members of the diplomatic service.

Therefore, I would like to briefly dwell on the history of Kyrgyz diplomacy.

The history of Kyrgyz diplomacy goes back centuries.

Historical sources indicate that diplomatic relations with other countries have their origins in year of 643.

It is known that Manas the Magnanimous always tried to establish friendly relations with all neighboring peoples.

The unique epic “Manas”, which is a kind of encyclopedia of the nomadic Kyrgyz people, contains concepts that are used in our time, including, for example, the words “ambassador”, “envoys”, “translator”, and others. Since ancient times, envoys possessed special status, they were treated delicately, with respect, not allowing any punitive measures to be applied to them.

Manas Magnanimous in the name of peace and for the good of his people and state in every possible way strengthened not only friendly, but also family relations with neighbors.

The mission of the ambassadors played a particularly important role for the Kyrgyz, who for centuries cherished the idea of ​​statehood in the depths of their souls, honored freedom and independence.

Continuing a deep tradition, in the 18th century, the visionary leaders of the Kyrgyz began to make efforts to establish diplomatic relations with tsarist Russia.

The first step in this direction was taken when Atake Biy sent ambassadors to the city of St. Petersburg in 1785.

Such attempts continued uninterruptedly and in 1855 the process of voluntary accession of the Kyrgyz to Russia began.

In 1913, the famous thinker and diplomat, statesman of the Kyrgyz people, Kydyr ake Baisary uulu, was invited as a guest to celebrate the 300th anniversary of the Romanov dynasty.

During the years of Soviet Union, a whole generation of prominent diplomats of the Kyrgyz people grew up, who continued the glorious path of the older generation.

Ladies and Gentlemen!

I consider it deeply symbolic that we are simultaneously celebrating the date of creation of the Ministry of Foreign Affairs of the Kyrgyz Republic and United Nations Day.

The predecessor of our Ministry, the People’s Commissariat for Foreign Affairs of the Kyrgyz SSR, was created in 1944.

Its main goal and reason for the creation in the difficult years of the war was related to our desire to join the UN as a full member.

Unfortunately, in 1945, when the UN was created, due to geopolitical reasons, we could not become a member of this Organization.

Joining the UN membership was one of the first steps of independent Kyrgyzstan in the field of foreign policy after independence.

Fortunately, almost half a century later we realized our goal and by decision of the UN General Assembly, the Kyrgyz Republic was unanimously accepted into the ranks of the UN.

By becoming a member, we have gained the opportunity to integrate into the international community.

Today we maintain diplomatic relations with 163 countries of the world.

In the beginning of the 90s, when our foreign policy was just being formed, we needed help to create state institutions and carry out reforms.

United Nations programs have actively helped us implement economic, political and social reforms.

At that time, issues related to security, drug trafficking, poverty and mountain development were relevant and acute.

Kyrgyzstan drew the attention of the world community to these problems.

Our initiatives have gained support on the world stage and the republic is currently taking a stable position within the United Nations.

Ladies and gentlemen,

Today we are experiencing an era of global change.

A multipolar world is forming, which is accompanied by contradictions and is characterized by instability and turbulence.

New integration associations have appeared.

Not a single state in the world will be able to effectively counter modern challenges and threats with its own forces.

Under such circumstances, multilateral diplomacy has become an uncontested option for solving global problems.

Therefore, we see the United Nations as a platform in which small states are actively involved in discussions and the development of solutions to pressing issues.

As you know, recently various ideas have been voiced on reforming the United Nations, on replacing it with another form of world integration.

We, Kyrgyzstan, consider it necessary to increase the effectiveness and influence of this universal international organization through the implementation of new reforms.

Kyrgyzstan is a reliable partner of the United Nations.

Collaboration with this reputable organization is a priority for us.

In order for our country to develop in a peaceful, safe, sustainable atmosphere, we will continue to develop constructive relationships.

Dear forum participants!

Our country, with the active support of the United Nations, is implementing multifaceted reforms.

Their priority areas are noted in the National Sustainable Development Strategy of the country.

In particular, we attach particular importance to the tasks that should be completed before 2023. The development of regions, the digitalization of the country, providing the population with clean drinking water, the implementation of irrigation programs, the implementation of reforms in the judicial sphere, as well as in the field of education and health are the areas that should always be in the spotlight.

Therefore, I consider it necessary to expand the United Nations agencies in our country and involve its additional structures.

Dear diplomats,

In accordance with the new Foreign Policy Concept, the Kyrgyz Republic aims to pursue a multi-vector, balanced and pragmatic foreign policy.

Over the past two years, serious work has been carried out aimed at strengthening mutually beneficial cooperation with neighboring countries, allies and strategic partners.

Official visits were made to the Central Asian countries - Kazakhstan, Uzbekistan, Tajikistan and Turkmenistan.

State and official visits to Russia, China, Turkey and the EU have yielded positive results.

The Russian Federation is our ally and strategic partner.

Next year we intend to spend the cross year of the Kyrgyz Republic in the Russian Federation and Russia in Kyrgyzstan.

The chairmanship of the Kyrgyz Republic in the Shanghai Cooperation Organization and the Turkic Council were fruitful.

The successful completion of the chairmanship of the Collective Security Treaty Organization is now of great importance.

Within the framework of the Eurasian Economic Union, our main goal is the promotion of national interests.

The conditions for the stay and work of our citizens in the member countries of the Eurasian Economic Union are improving.

With the entry into the EurAsEC, we managed to achieve some successes contributing to the development of the republic.

We will continue to do everything necessary to maximize the potential of the Union.

The priorities within the framework of the initiative of the People’s Republic of China “One Belt - One Way” are of great importance for our state.

China and I are located in the center of the EurAsEC and this is of significant strategic importance. We have the opportunity to fully use this factor in the interests of the development of our country.

Our constructive cooperation with the European Union is currently at a high level.

Work will continue to develop our relations with India, Japan, Korea, Arab countries and America.

Currently, all countries are looking for development paths that combine economic activity with environmental protection.

In their centuries-old history, the Kyrgyz people managed to maintain a lifestyle based on harmonious interaction with neighboring countries and Nature.

This is our cultural heritage that causes strong interest among other peoples.

Our country is increasingly taking part in the activities of the world community to prevent global environmental threats. It is also an active participant in international environmental processes, since climate change is acutely felt in our mountainous country.

Climate change affects glaciers, water resources, can lead to an increase in the number of natural disasters, natural disasters.

The Kyrgyz Republic perceives climate change as a serious threat to the ecosystem and people.

Therefore, I signed the Law, which ratified the Paris Climate Agreement.

For the implementation of this agreement, our contribution will be as follows.

Today in our country there is serious potential for the transition to clean electricity.

In the Kyrgyz Republic, the implementation of hydropower construction projects is able to some extent to meet the needs of the countries of Central Asia, Afghanistan and Pakistan in hydropower.

Thus, favorable conditions will be created for the sustainable development of the whole region and reduce the use of environmentally harmful resources.

It will also contribute to reducing global warming.

I emphasize that on a global scale this Agreement is very important and necessary.

Kyrgyzstan is a country with special ecotourism potential and environmentally friendly products.

We are working to maintain and develop the status of Kyrgyzstan as an environmentally friendly country and turn it into a national brand.

Therefore, our diplomats and government bodies are tasked with strengthening a new direction - environmental diplomacy.

Environmental diplomacy means bilateral and multilateral cooperation with foreign countries in the field of environmental protection, the prevention of environmental crises, and the prevention of actions that damage the environment.

I suggest that the Government develop environmental diplomacy measures that include all of the above priority areas.

The incompleteness of legal procedures at our borders is a very urgent and acute issue in the regions.

Preserving stability at the borders will create favorable conditions for deepening cooperation between neighboring countries.

We strive to accelerate the process of clarifying and legalizing borders with neighboring states.

This will allow us to make wide use of our economic and environmental potential and open up new opportunities for the implementation of cooperation projects.

Dear diplomats,

The most important direction in the foreign policy of the Kyrgyz Republic is the protection of the rights of our citizens who are abroad.

The republic’s diplomatic missions in foreign countries should become a reliable support and support for our compatriots who live, study and work abroad.

Your task is to strengthen cooperation with compatriots on economic, cultural, and social issues.

Once again, I would like to recall that economic diplomacy is one of the priority areas.

Increasing export potential, expanding energy, transport and logistics potential, attracting investment and protecting the country's economic interests are key areas that should always be in the spotlight.

It is necessary to strengthen the country's image in the international arena and to reliably protect national interests.

I am sure that in order to achieve this goal you will show your true patriotism, you will conduct active work and continue to contribute to the development of the country.
