Obtaining/exchanging Kyrgyz passports

To obtain and exchange a passport through the Embassy of the Kyrgyz Republic to Hungary the citizens of the Kyrgyz Republic must be registered with the Consulate of the Embassy.

Citizens who are not registered with the consular office must submit an application for consular registration along with an application for a passport.

The list of documents required for registration of the passport of the Kyrgyz Republic in foreign institutions:

1. Application;

In case of passport exchange for minor children (persons under the age of 18), the application is submitted by parents or legal representatives (guardians) with the provision of the passport).

2. Color photo (4*6, on white background) on electronic media in ".jpeg" format (on flash card or send in advance to e-mail kgembassy.hu@mfa.gov.kg).

*Scanned photos are not suitable!

3. General civil passport + copy of the main page of the passport;

(As passports with expired period of validity are further forwarded to the Population Service Center for destruction, if necessary, please make copies of passport pages in advance and notarize them in the country of residence for their further possible use).

4. Birth certificate + copy;

If there is a birth certificate of a foreign country, it must be translated into the state (Kyrgyz) or official (Russian) language of the KR and then apostilled.

5. Marriage certificate (if you are married) +copy;

If you have a foreign marriage certificate, it should be translated into state (Kyrgyz) or official (Russian) language of KR, and then apostilled;

6. Certificate of marriage dissolution (if applicable) + copy;

If a foreign certificate of marriage dissolution is available it should be translated into state (Kyrgyz) or official (Russian) language of KR, and then apostilled.

7. Proof of payment of consular fees.

Consular fees for obtaining/exchanging the passport is $30. Consular fees for persons under 16 years and older than 60 years are $15.

The consular fees should be paid to the Embassy account before the consular action, i.e. before submitting the documents for the passport (Embassy bank details):

Also separately it is necessary to pay the state duty for production of passport in the branches of "RSK" or "Aiyl Bank" in Bishkek.

State fee is paid after submission of documents when the Embassy provides the appropriate code for payment.

Proof of legal stay on the territory of Hungary.

IT IS OBLIGATORY TO HAVE COPIES OF DOCUMENTS WITH YOU.

Additionally provided:

If parents or other legal representatives of a person under the age of 16 apply - an application completed and signed by one of the parents or other legal representative of the person under the age of 16 (the application must state the reason for obtaining a general civil passport). If one of parents of the applicant is a citizen of a foreign country, it is necessary to submit his notarized (apostilled) consent for issuance of passport for a citizen under the age of 16;

in case if the passport is lost or stolen - the corresponding certificate (confirmation) of the authorized body (from the police);

in case of loss or damage of the passport which resulted in impossibility to identify the applicant, you should additionally write an application to request Form #1, or submit a valid passport of a citizen of the Kyrgyz Republic (ID-card);

In case if personal data (name and surname) of the applicant is changed or any entries in the regular passport are made by mistake, it is necessary to submit the apostilled document which served as a basis for change of personal data with a translation into the state or official language.

Important information:

To apply for a passport, you must arrive at the Embassy in person with all of the above documents by appointment. While submitting the documents for passport you also need to collect biometric data;

Also separately you have to pay the state duty for production of passport in the branches of "RSK" or "Aiyl Bank" in Bishkek. The state duty is paid after submitting the documents when the Embassy gives the appropriate code for payment;

General passport is issued for 10 years for citizens over 16 years old, children from 1 to 16 years old are issued for 5 years, children up to 1 year old - for 2 years;

Term of passport obtaining/exchange is on average about 1 month. In exceptional cases, if additional documents are required, the period may be up to 2-4 months (depending on the reason for receipt/exchange).

Registration of the Certificate of Return to the Kyrgyz Republic

A certificate of return to the Kyrgyz Republic is a temporary document certifying the identity of a citizen of the Kyrgyz Republic and ensuring his right to return to the Kyrgyz Republic.

In case a citizen of the Kyrgyz Republic loses his passport, he is issued a certificate of return to the Kyrgyz Republic (hereinafter - certificate).

Issuance of the certificate is carried out by diplomatic missions and consular offices of the Kyrgyz Republic upon a written application of citizens of the Kyrgyz Republic for the period necessary for return to the Kyrgyz Republic, but not more than 30 days.

The validity of the certificate of return to the Kyrgyz Republic of citizens of the Kyrgyz Republic, as well as persons transferred by judicial or law enforcement agencies of a foreign state, subject to extradition, extradition or readmission, is 90 days.

When applying for a certificate, the applicant submits:

a) application of the established pattern;

b) a document (protocol, certificate, etc.) issued by the competent authority of the receiving state, confirming the fact that the applicant applied to the loss of his passport. If it is not possible to submit due to various circumstances of the document (certificate, ticket-notification, protocol, etc.), the applicant submits a detailed written explanation, indicating all the circumstances and reasons for the loss of the passport;

c) two 3x4 photos;

d) documents allowing identification of the applicant's identity and confirming the citizenship of the Kyrgyz Republic (identity card of a citizen of the Kyrgyz Republic, birth certificate, military ID card, warrant officer's identity card, military warrant of a reserve officer, conscript certificate, business card with a photograph) or certified consular officer in accordance with the established procedure, at least two citizens of the Kyrgyz Republic who confirm the identity of the applicant, copies of their passports.

After returning to the Kyrgyz Republic, the applicant must within fifteen days apply to the territorial unit of the authorized state body of the Kyrgyz Republic in the field of population registration for the design and manufacture of a new passport and the mandatory delivery of a certificate.

For the issue of a certificate, diplomatic missions of the Kyrgyz Republic and consular offices of the Kyrgyz Republic levy funds for the provision of consular services in accordance with the procedure established by the regulatory legal acts of the Kyrgyz Republic.

RATES charged for the provision of consular services

(As amended by Resolutions No. 219 of the Government of the Kyrgyz Republic of April 18, 2017, and No. 250 of May 23, 2018)

1. The rates of funds charged for the provision of consular services are unified for all individuals and legal entities, except for cases stipulated in the Regulation on the funds levied for the provision of consular services.

2. (Expired in accordance with the Resolution of the Government of the Kyrgyz Republic of April 18, 2017 No. 219)

3. For the commission of consular actions within three working days, as well as during non-working hours, the rate of funds collected for the provision of consular services is increased by 100 percent.

4. For the commission of consular actions on weekends and holidays, the rate of funds collected for the provision of consular services is increased by 200 percent.

4-1. The provisions of paragraphs 3 and 4 of these rates do not apply to consular activities related to registration and issuance of electronic visas of the Kyrgyz Republic.

5. Consular actions, if necessary and at the request of the applicant, may be carried out outside the consular establishment, at the same time the rates of the funds raised for the provision of consular services are increased, but not more than twice. The applicant also pays for the costs associated with leaving the place of consular activities.

6. At the rate of funds for consular activities carried out at consular posts at international border crossing points, the increase in tariffs does not apply.

7. The effect of paragraphs 3, 4 of these rates does not apply to citizens of the Kyrgyz Republic.
