President Sadyr Japarov: My principle is to provide every citizen of Kyrgyzstan with a decent life in their native land

The President of the Kyrgyz Republic Sadyr Japarov today, July 14, is holding a meeting of the Cabinet of Ministers on the results of the country's socio-economic development for the first half of 2022.

In his speech to the participants of the meeting, the Head of State noted:

Dear participants!

Dear media representatives!

A meeting of the Cabinet of Ministers is being held today. Quorum held. Let us get down to the order of the day. There is only one item on the agenda:

Report of the Cabinet of Ministers of the Kyrgyz Republic for 6 months.

Together with the report, we will review the country’s socio-economic development.

Speakers:

The main speaker - Chairman of the Cabinet of Ministers of the Kyrgyz Republic - Head of the President’s Administration - Akylbek Usenbekovich Zhaparov, will speak himself.

After that, Deputy Chairman Tashiev Kamchybek Kydyrshaevich will make a report.

Prepare as additional speakers:

- Minister of Finance Baketaev Almaz Kushbekovich, because everything depends on financial resources.

Then this year we have allocated the largest amount of the finances to the Ministry of Agriculture and to the Ministry of Energy. So please get ready to report:

- Minister of Agriculture Zhanybekov Askarbek Saparbekovich;

- Minister of Energy Bekmurzaev Doskul Zhumagulovich.

- After that, The Minister of Economy and Trade Amangeldiyev Daniyar Zholdoshevich will tell in detail our plans for the future, the government’s priorities and etc.

In addition, we also have representatives of the regions of the country as the number of people from the region who are addressing us with their issues is on the rise. So please get ready:

- Alimbaev Abdikarim Karbekovich, authorized representative of the President in Batken region;

- Akim of the Issyk-Kul district Zhumadylov Kalybek Amanatovich;

- Head of the Kyzyl-Kyshtak rural administration of the Kara-Suu region Turgunbaev Zarlyk Turgunbaevich.

Dear participants!

All of the attendees sitting in this hall are responsible for the country’s development, ensuring and providing the country’s security, and changes in society, improving people's lives, and providing sound international relations.

National interests are above all! It is very important that the work that is being carried out achieve real results and are not just being “done” to meet the needs of the indicators. The work that we do here should positively impact the lives of every Kyrgyz citizen. I strongly believe that currently, we have ourselves a team that trusts one another, and one that strives to find a reliable path and a unified position that people expect from them in their service to the people.

In December of last year, we announced the results of our work for 2021. Today we will publish the results for the first 6 months of 2022.

Summarizing and organizing accordingly the work will create an occasion for us to analyze the results and tighten our belts as well as get rid of some of the lazy people that are present among us. We should not have the type of government servants who are there just to spend their time and bring no results. Now is not the time to relax.

I am always open. Wherever I go, I do not leave until I hear people's questions. I give direct and open answers to all questions. Earlier, Bakyt Ergeshovich, The Chief Prosecutor Kurmankul Toktoralievich, and Minister of Internal Affairs Ulan Omokanovich traveled to the other regions of the country. This tradition will continue in the future. All ministers, and heads of regional administrations will visit the regions of the country from time to time and attend to people’s issues.

Moreover, village councils, akims, my representatives in the regions, and all state and municipal employees who receive salaries from the government, I urge them to inform the people through the media about what is being done.

Dear heads of the government bodies!

Last year, along with constitutional changes, we developed and adopted special decrees and regulations for the development of all industries. We have switched to a new system of state administration. We held elections. We have restored the Batken region.

Therefore, I believe that all political games are over. This year is the year we dedicate our work toward economic development, not political games!

I'll start from afar. Kyrgyzstan is in the same frame as the whole world. We are directly connected with world development. The pandemic has affected the world and us too, and the consequences of various sanctions are affecting us as well.

We also work closely with international organizations.

First, The United Nations Sustainable Development Goals consisting of 17 goals are very important and have far-reaching implications for improving the world and people's lives. We are also included in this program. The National Development Strategy of the Kyrgyz Republic until 2026 was drafted taking into account all these goals. To date, Kyrgyzstan has reached 50% of the SDG indicators set by the UN. The achievement of the SDGs is becoming the main indicator of government work, government body’s work, and the work of the Cabinet of Ministers. Currently, national analogues have been developed for 140 of the 232 global indicators of the SDGs. I would like to point out that our green economy, green heritage, climate improvement, and glacier conservation initiatives are part of the SDGs. Work in this direction will be continued.

The second is the Eurasian Economic Union (EAEU). We are also a member of another Union which has its own place in the world arena. Our membership in this organization once again confirms that our country is closely connected with the world economy. In the context of global changes and the shift of the world economic center to the east, the development of new logistics corridors and the creation of transport systems that provide full-fledged transport links come to the fore. Kyrgyzstan is now in a favorable position. The construction of railway transport and aviation infrastructure will be strengthened. I would like to note that this year we are chairing the EAEU.

Dear participants!

In the context of global economic transformation and the influence of external negative factors, we must combine all efforts, forces, and resources to ensure the economic and financial stability of the country move along the path of development.

Taking this opportunity, I want to say that the Cabinet of Ministers, headed by Akylbek Usenbekovich, has taken decisive steps in the economy since the beginning of the year and is moving in the right direction.

 

• First, I would like to note the growth of the country's gross domestic product. GDP growth is an important indicator of the economy. The world economy is determined by the growth of the gross domestic product. A large amount of GDP directly causes economic growth.

Now, after 6 months of this year, we have achieved good results. According to preliminary information from the National Statistical Committee, the country's gross domestic product grew by 6.3 percent. The nominal volume of GDP for 6 months amounted to 335 billion soms, which is 89.7 billion soms more than in 2019 before the pandemic.

Despite the consequences of the global pandemic, climate change, and the situation in Eastern Europe - we have managed to achieve GDP growth. And we should credit ourselves when it’s due.

• Secondly, human resource is our main asset.

My principle – which I have expressed many times: “I want every Kyrgyz citizen to live in his native land without difficulties.” “We are focusing on such state priorities whereby our people have food on their table, have clothes, and live comfortably in their homes”. To do this: we are constantly raising salaries, and pensions and providing other benefits. For this purpose, we have allocated tens of billions of additional funds this year:

Starting January 1, social payments have increased.

Starting April 1, we have increased the salaries of the government social workers involved in the educational, medical, and cultural sectors.

Starting June 1, we have increased social benefits again.

Now, from August 1, we will increase the salaries of all state and municipal employees. This alone will require about 10 billion additional soms.

Since last year, we have increased the salaries of the law enforcers: the Ministry of Emergency Situations, the Ministry of Internal Affairs, the Ministry of Defense, the prosecutor's office, the border and penitentiary civil service, the forensic medical examination, etc. - We raised and equalized their salaries.

If there is peace at home, and a stable income – I want our people to live with hope for the future. I note that the principle “the state takes care of everyone” is observed.

Per capita income - per capita income should be higher. According to the National Statistical Committee, in 2021 the per capita income was 6,647 soms per month, an increase of 18.2% compared to 2020. This year, I think it will be 2 times higher as we will have an increase in salaries.

All this confirms the growth of incomes of the population. If the situation in the world had not deteriorated, the inflation that ate away these incomes would have been less, and the increased salaries of the people would have been more noticeable in family incomes. Whatever it is, let's be blessed with what we have.

• Therefore, the main thing is the budget.

According to the results of 6 months, state budget revenues amounted to 133 billion 486 million soms.

- Tax revenues - 104.5 billion soms.

- non-tax revenues - 25.3 billion soms,

- Transfers - amounted to 3.7 billion soms.

The main income came from the collection of tax revenues.

- Tax Service 72.8 billion soms,

- The Customs Service collected 31.7 billion soms.

You may compare for yourselves, before the pandemic in 2019, the Tax Service collected 36.8 billion soms, and the Customs Service — 18.4 billion soms. The results show the minimization of corruption in these areas.

On one hand, we have the newly introduced electronic systems that are helping, and on the other hand, we have law enforcement agencies, headed by Kamchybek Kydyrshaevich, mercilessly fighting against contraband and corruption. We are working on completely eradicating cronyism!

Dear ministers, heads of all state bodies, and heads of regional administrations, I strongly warn you: I will not hesitate to take strong measures against those who are engaged in illegal activities, provides so-called “protection” or supports any action against the state, and your previous good work will not get you away as well. As all of you know the society in our country is very open, you cannot hide anything. Even if you buy off the inspection body representatives, people themselves will find out, investigate whether it is right or not, and they will hand it over to us.

To all the heads of the state’s bodies present here today please keep in mind that all decisions that we take come from you. They will motivate people to live a good life and immerse themselves in their daily chores. Therefore, it is very important to make informed decisions. If you want a clear conscience, I strongly urge you to work for the people and the state with a pure heart. The value of independence, tranquility, and peace is limitless!

Dear heads of the government bodies!

We came to our current positions to work for the people. This goal should be in the heart of every member of the Cabinet of Ministers.

I note that the decisions taken by me and the Cabinet of Ministers are aimed at improving the quality of life of our people. All our programs and strategic documents are geared toward ensuring the well-being of our people. There is no need to waste time and resources on other issues».
