On June 10, 2021, President of the Kyrgyz Republic Sadyr Zhaparov met with the compatriots living in different cities of the Republic of Turkey in Ankara.

The President noted that he was glad to meet with compatriots living and working in Turkey and get acquainted with their lives.

"I think that this hall is full of people who are not indifferent to the development of Kyrgyzstan and the fate of our compatriots. I want to talk to you openly, if you share information that I do not know. I am concerned about the fate of every migrant, we need to solve their problems, "said Sadyr Zhaparov.

The President also spoke about the official visit to Turkey, in particular, the meetings with President Recep Tayyip Erdoğan and the Speaker of the Grand National Assembly Mustafa Shentop and the agreements reached.

The President also spoke about some reforms and restructuring aimed at developing Kyrgyzstan.

He noted that the reform of public administration has begun in the country, the new version of the Constitution was adopted by a majority vote in a referendum and the law "On the Constitution of the Kyrgyz Republic" was signed.

"I am confident that the new Constitution will successfully serve the interests of our people and contribute to the further effective development of Kyrgyzstan. We are not afraid to raise environmental issues at the Kumtor mine. I would also like to note that strengthening the protection of the rights and legitimate interests of our migrant citizens abroad, easing the conditions of their stay abroad and other issues are always in my heart. On my first day in office, I signed five decrees. One of them is the Decree "On measures to improve the migration situation", the other - "Decree on the procedure for repatriation of bodies of Kyrgyz citizens who died abroad in the Kyrgyz Republic," said Sadyr Zhaparov.

He also noted that the tariffs for consular services for the registration of documents in the representations of Kyrgyzstan abroad have been reduced to 80%, the registration of a certificate of return to Kyrgyzstan will be made in electronic format and issued immediately, but previously it took more than three days. .

In addition, citizens abroad have the opportunity to receive social and legal documents in electronic format from government agencies of Kyrgyzstan. 

According to him, work is underway to open a Consulate General of Kyrgyzstan in Antalya. Work will continue to expand diplomatic and consular missions in areas where Kyrgyz citizens live.

Speaking about the Meken Kart initiative, the Head of State stressed that in order to develop new industries in Kyrgyzstan, implement investment projects, legalize labor migrants who have returned to Kyrgyzstan, and create jobs, a special tax regime has been established, tools will also be developed to motivate labor migrants conditions have been created for investing in the national economy.

Particular attention will be paid to regulating the legal status of compatriots who have received foreign citizenship, creating conditions for their return, residence, education and medical care, as well as simplifying the procedure for re-acquiring Kyrgyz citizenship.

President Sadyr Zhaparov also stressed that the functions of the State Migration Service in the field of external migration were transferred to the Ministry of Foreign Affairs of Kyrgyzstan, which will help and increase efficiency in resolving a number of issues of labor migrants.
