Using tablets in parliamentary elections will facilitate the work of the PECs in Kyrgyzstan

In order to improve the operational exchange of information between the Central Commission for Elections and Referendums (CEC KR) and Precinct election commissionс (PECs) on the day of the parliamentary elections scheduled for October 4, 2020, the UN Development Program in the Kyrgyz Republic handed over 2,550 tablets to the CEC.

Technical assistance was provided within the framework of the UNDP “Support for Elections in Kyrgyzstan 2020-2021” program supported by the Government of Japan.

During preparation, as well as on election day, members of precinct election commissions using tablets can promptly contact the CEC on procedural issues in order to avoid controversial and conflict situations. PEC members can also promptly inform the CEC about legal violations, guided by the normative legal acts and provisions contained in the tablets. The use of tablets by PEC members on election day will help to avoid various delays in the conduct of elections, thanks to the manuals they contain for equipment operation and voter identification.

According to the Chairperson of the CEC N.Shildabekova: “The use of tablets will greatly facilitate the work of members of precinct commissions, speed up the exchange of information between the CEC and PECs. In addition, in the absence of opportunities due to the pandemic, to organize contact training for members of precinct election commissions, PECs are trained online. The CEC, together with UNDP, filmed educational films on all stages of the electoral process, taking into account the sanitary and epidemiological safety algorithms that are currently used by PECs. And on election day, the video will be useful for voters, as demonstrates the voting procedure. Monitors will also be handed over to the precinct commissions to demonstrate the training video”.

Tablets and monitors will be delivered to all 2,420 polling stations in Kyrgyzstan. In preparation for the parliamentary elections on October 4, the tablets will be used to train members of precinct commissions, as they will contain all the necessary information about election procedures in the form of training videos, special programs and applications.

The program to support elections in the Kyrgyz Republic in 2020-2021 is implemented by UNDP in Kyrgyzstan in cooperation with the CEC of the Kyrgyz Republic with financial support from Japan, Germany and Switzerland. The program aims to help the Central Commission for Elections and Referendum of the Kyrgyz Republic develop its capacity to support local and parliamentary elections 2020-2021 using technology.
