In accordance with the resolution of the Cabinet of Ministers of 12th of August, 2020 № 712 on amendments to the PCM of Ukraine dated by the 22nd of July, No. 641, from 1st of August, new rules for entry into Ukraine from the countries of the "red zone" will be in force, in particular, self-isolation or observation is not needed in case of a negative test result for COVID-19, conducted in Ukraine or no later than 48 hours before the border crossing.
“Self-isolation or observation of a person when crossing the state border is not necessary for those who have a negative test result for COVID-19 by PCR, carried out abroad no later than 48 hours before entering Ukraine. Previously, only tests made in Ukraine were recognized ”.

The Ukrainian government has already changed the conditions of entry into the country and the passage of quarantine for Ukrainian citizens, residents of the country and foreigners several times. Who can come to Ukraine, what is needed for this, is 2-week self-isolation necessary after crossing the border, is it necessary to take a coronavirus test?
Who can enter Ukraine?
Any citizen of Ukraine, a resident of the country and a foreigner who has not been previously banned from entering the country for one reason or another. The ban on foreign citizens from entering Ukraine due to quarantine was lifted on June 22, 2020.
What documents do foreigners need to enter Ukraine?
The Border Guard Service may ask you to justify the purpose of your visit to Ukraine. Then it will be necessary to show the hotel reservation, invitation of the host party and other documents.
Foreign citizens must necessarily have medical insurance (medical policy) with them, which covers the treatment of COVID-19 in Ukraine. If there is no such insurance, the border guard will refuse to enter Ukraine.
Medical insurance must be issued in electronic or paper form with a Ukrainian insurance company or a foreign company that provides medical services in Ukraine.
Foreigners with a permanent residence permit in Ukraine (residence permit) are exempt from the requirement to take out insurance.
Do I need to go through quarantine or self-isolation upon arrival in Ukraine?
The Ministry of Health of Ukraine has divided all countries of the world into two zones: red and green, depending on the number of active cases of COVID-19. According to the new changes, states where the number of active cases exceeds 55 per 100 thousand of the population belong to the red zone, to the green, where this figure is below 55 per 100 thousand of the population. If a country does not keep statistics of active cases, it is included in the red list.
If a citizen of Ukraine or a foreigner came from a country on the green list, they can move freely after crossing the border of Ukraine.
If a citizen of Ukraine or a foreigner arrives from a country on the red list, they must undergo a 14-day observation or self-isolation. Observation - being in specially designated places under the supervision of the staff of the institution.
Self-isolation is the ability to find a home. In this case, the control is carried out through a mobile phone (smartphone), on which you need to install the "Diy vdom" application. The app regularly sends requests to check the location and asks to take a photo of the user.
The list of countries in the red and green zones can be found on the website of the Ministry of Health of Ukraine. The list is updated every few days. The border service determines which zone the country belongs to based on the latest list of the Ministry of Health of Ukraine at the time of crossing the border.

The list of countries with a wide spread of COVID-19 is formed by the Ministry of Health and is revised every 7 days.

Transit en route to Ukraine
If a passenger flies to Ukraine from a green list country through a red list country, upon arrival in Ukraine, he needs to confirm that he followed from a green list country, for example, by showing a boarding pass. In this case, 2 weeks of self-isolation is not necessary.
If the passenger traveled from the red list country in transit through the green list country, self-isolation is required.
How can self-isolation be terminated early
The Ukrainian government allowed the self-isolation to be terminated early when returning from the countries of the red zone. To do this, it is necessary to pass a PCR test for coronavirus in a Ukrainian laboratory. If a negative result is obtained, which confirms that the passenger is not sick, the approved laboratories transmit the information to the Public Health Center, after which self-isolation is terminated.

You can get tested at the airports of Boryspil, Lviv and Kharkiv upon arrival. The service costs from 1500 to 2100 UAH per person. Or in the city of Kiev the service costs from 700 to 1800 UAH. The result becomes known in about a day.
If the trip to Ukraine lasts less than 14 days?
If a citizen of Ukraine or a foreigner enters Ukraine from a country on the red list and plans to go abroad again in 14 days, he must undergo a PCR test for coronavirus and stop self-isolation early after receiving a negative result. Otherwise, when leaving Ukraine, he may be fined for violating the quarantine rules.
In addition, an exception for self-isolation when crossing the border is also made for:
- persons under 12 years old;
- citizens of states with a wide spread of COVID-19, who have not been on the territory of such countries within the last 14 days or who are transit through the territory of Ukraine and have documents confirming travel abroad within two days;
- employees of diplomatic missions and consular offices of foreign states, representations of official international missions, organizations accredited in Ukraine, and their family members;
- drivers and crew members of cargo vehicles, buses carrying out regular transportation, crew members of air and sea, river vessels, members of train and locomotive crews;
- instructors of the armed forces of NATO member states and NATO member states of the Partnership for Peace program who participate in training activities for the Armed Forces;
- cultural workers at the invitation of a cultural institution, together with one person who accompanies each of them.

We will remind, the Cabinet of Ministers of Ukraine on July 22, decided to extend the adaptive quarantine in Ukraine until August 31.
