Consular registration

Consular registration is carried in order to organize effective consular services for citizens of the Kyrgyz Republic, to protect their rights and legally protected interests outside the Kyrgyz Republic.

Citizens of the Kyrgyz Republic who travel outside the Kyrgyz Republic for a period of more than three months, within fifteen days from the date of arrival in the host state are registered (become a consular account) in the diplomatic mission or consular office of the Kyrgyz Republic in the host state.

 

Citizens of the Kyrgyz Republic who leave for permanent residence outside the Kyrgyz Republic must be removed from the registration at the place of residence in the Kyrgyz Republic.

 

Consular officer of the diplomatic mission or consular office of the Kyrgyz Republic (hereinafter-the Consul) registers and puts on consular registration in its consular district of the following citizens of the Kyrgyz Republic:

- those who have left for permanent residence outside the Kyrgyz Republic;

- those who have left the Kyrgyz Republic for the purpose of study, work and other purposes for a period of more than three months;

- minor children adopted by foreign citizens and stateless persons;

- minor children born outside the Kyrgyz Republic and who are citizens of the Kyrgyz Republic, who have duly issued a birth certificate at the diplomatic mission or consular office of the Kyrgyz Republic;

- those who have changed their place of residence outside the Kyrgyz Republic.

In order to apply for consular registration of minor citizens of the Kyrgyz Republic, a parent or guardian (Trustee) must complete an application form.

 

 The procedure for consular registration of citizens of the Kyrgyz Republic who are outside the Kyrgyz Republic without the purpose of permanent residence

Registration of citizens residing outside the Kyrgyz Republic without the purpose of permanent residence at the Consulate of the Kyrgyz Republic is carried out by the Consul without removal from the registry at the place of residence in the Kyrgyz Republic.

 

In case of personal application to the Embassy for consular registration, citizens of the Kyrgyz Republic submit the following documents:

1) application for consular registration;

2) general civil passport of a citizen of the Kyrgyz Republic;

 

For consular registration of underage citizens of the Kyrgyz Republic, the parent or guardian (trustee) must fill out an application for consular registration according to the form.

The procedure for consular registration of citizens of the Kyrgyz Republic who have left the Kyrgyz Republic for permanent residence outside the Kyrgyz Republic.

 

Citizens of the Kyrgyz Republic who have left the Kyrgyz Republic for permanent residence outside of the Kyrgyz Republic, for consular registration in person at the Embassy, submit the following documents:

1) application for consular registration;

 2) General civil passport of a citizen of the Kyrgyz Republic;

3) an address sheet with the stamp "Deregistered";

 

For the consular registration of underage citizens of the Kyrgyz Republic, the parent or guardian (trustee) must fill out an application for consular registration according to the form.

 

Grounds for refusal of consular registration are the absence or incorrect completion of documents. 

The procedure for consular registration of citizens of the Kyrgyz Republic, temporarily residing abroad

The citizens of the Kyrgyz Republic in a foreign country are removed from the consular records in the following cases:

- return of the citizen to the Kyrgyz Republic;

- departure of the citizen of the Kyrgyz Republic for residence in another foreign country;

- change of the place of residence of a citizen of the Kyrgyz Republic within one foreign country, with a move to the territory of the consular district of another consular office

- renunciation of citizenship of the Kyrgyz Republic;

- death of a citizen of the Kyrgyz Republic.

 

Withdrawal from the consular records of the citizens of the Kyrgyz Republic outside the Kyrgyz Republic is carried out by the diplomatic mission at the request of citizens of the Kyrgyz Republic.

Citizens of the Kyrgyz Republic, if necessary, may apply to the diplomatic mission of the Kyrgyz Republic to obtain a certificate of removal from the consular records in a foreign country.

 

Citizens of the Kyrgyz Republic who have changed their place of residence in foreign countries and have not removed their consular records from the country (consular district) of previous residence should apply to the diplomatic mission of the Kyrgyz Republic in the country of residence with an application for removal from the consular records at the previous place of residence, with the submission of the abovementioned documents.

No money is charged for the consular registration of citizens of the Kyrgyz Republic in accordance with the legislation of the Kyrgyz Republic.
