From June 11 to 13, 2019, the 12th session of the Conference of the States Parties to the UN Convention on the Rights of Persons with Disabilities was held at the UN headquarters in New York City in which the delegation of the Kyrgyz Republic took part in the composition of the Minister of Labor and Social Development Ulukbek Kochkorov and the member of the Parliament of the Kyrgyz Republic Dastan Bekeshev.

At the opening session, UN Secretary-General Antonio Guterres called on all countries to uphold the rights of persons with disabilities, which will allow humanity to come closer to the ideals laid down in the UN Charter, noting that there is no systematic approach to the struggle for the rights of persons with disabilities, and therefore announced the launch of the UN Strategy to provide conditions for people with disabilities.

In his speech at the General Debate of the 12th session of the Conference of the States Parties to the UN Convention on the Rights of Persons with Disabilities, the Minister of Labor and Social Development, Ulukbek Kochkorov reported about ratification by the Kyrgyz Republic of the UN Convention on the Rights of Persons with Disabilities, noting that the Kyrgyz Republic attaches great importance to its full participation in Convention and is ready to take an active part in the implementation of the Convention and the monitoring of its implementation, aimed at taking measures to change attitudes towards people opportunities, the implementation of appropriate policies, the adoption of laws and programs that remove barriers and guarantee the exercise of civil, cultural, economic, political and social rights of persons with disabilities.

Within the framework of participation at the Conference, the delegation of the Kyrgyz Republic took part in the ceremony of handing over the Instrument of ratification by the Kyrgyz Republic of the UN Convention on the Rights of Persons with Disabilities and met with UN Under Secretary-General Mr. Liu Zhenmin, during which the parties discussed the current state and prospects for cooperation on economic development, ensuring the system of social stability, especially in terms of measures to eliminate poverty. Special attention was paid to the issue of accession of the Kyrgyz Republic to the UN Convention on the Rights of Persons with Disabilities and further measures for its effective implementation and monitoring with the assistance of the UN.
