Sadyr Zhaparov: "It is necessary to carry out a serious personnel reform"

Acting President, Prime Minister of the Kyrgyz Republic Sadyr Zhaparov received Director of the State Personnel Service Abdyrakhman Mamataliev.

During the meeting, the Director of the State Personnel Service told the Head of Government about the current work of the department, about measures and tasks to improve the state and municipal service, and also spoke in detail about the work of the National Personnel Reserve and the Academy of Public Administration under the President of the Kyrgyz Republic.

Acting President, Prime Minister of the Kyrgyz Republic Sadyr Zhaparov noted that at present, the system of public administration with a large structure, duplication of powers and inadequacy of the level of education of the position held does not allow effectively solving new tasks and even hinders their timely solution.

“For 30 years of independence, the country has been mired in complete personnel chaos, people were appointed to positions on the basis of kinship, and not according to qualifications. Competitive selections were sometimes held behind closed doors, where a person with a humanitarian education was hired for the post of economist, ”Sadyr Zhaparov said.

He also noted that the State Personnel Service faces the task of reformatting the entire system of public administration.

“It is necessary to carry out a serious personnel reform. We must reduce the number of ministries and departments to a minimum. The education received must strictly correspond to the position held. An engineer cannot be a doctor, and a teacher cannot be a financier. Everyone should be useful in their place, ”the Head of Government emphasized.

He further noted that in order to attract and improve human resources in each state body, special commissions should be created from among professionals and veterans of the industry, which must select all employees of the department for their compliance with the position. A corresponding commission will also be created in the Government to assist in personnel reform.

Also, Sadyr Zhaparov stressed that when selecting for a position, each manager should be guided by the principles of competition of knowledge, competence, professionalism, and not engage in attracting family ties and giving bribes.

At the end of the meeting, Acting The President, Prime Minister of the Kyrgyz Republic Sadyr Zhaparov instructed the Director of the State Personnel Service to develop a draft of specific measures for personnel reform, as well as to present a plan for optimizing public administration.
