The Kyrgyz Republic joined the OSCE on January 30, 1992. On June 8, 1992, the Kyrgyz Republic signed the Helsinki Final Act, adopted on August 1, 1975 (the date of the CSCE convocation), and on June 3, 1994, the Paris Charter for European Security.

The Embassy of the Kyrgyz Republic in Vienna and at the same time the Permanent Mission of the Kyrgyz Republic to the OSCE was opened in March 1993.

On July 23, 1998, the OSCE Permanent Council decided to open the OSCE Center in Bishkek, which began its work in early 1999. In 2017, the mandate of the field mission was revised and the OSCE Center was reorganized into the OSCE Program Office in Bishkek. The current Head of the Center is Ambassador Pierre von Arx (Switzerland).

Having become a full participant in the pan-European meeting in 1992, the Kyrgyz Republic took an active part in the processes of its further development. The high-level delegation of Kyrgyzstan participated in the OSCE summits held in Helsinki (1992), Budapest (1994), Lisbon (1996), Istanbul (1999) and . Astana (2010). Every year, at meetings of the OSCE Ministerial Council, Kyrgyzstan is represented by the head of the foreign ministry, with the exception of the OSCE Ministerial Council in Vilnius (2011, at the level of the Deputy Minister of Foreign Affairs of the Kyrgyz Republic). Kyrgyz parliamentarians actively participate in the work of the OSCE Parliamentary Assembly (OSCE PA). On October 3-6, 2018, the Kyrgyz Republic adopted the autumn session of the OSCE Parliamentary Assembly in Bishkek.

At the moment, a dynamic level of cooperation has been established between Kyrgyzstan and the OSCE, its bodies and institutions. The recommendations and advisory expert assistance of the OSCE find practical application in many areas, including the promotion of political, legal and democratic reforms. OSCE visits are regular.

The OSCE Academy in Bishkek, established at the initiative of the Kyrgyz Republic in 1999, is successfully operating in Kyrgyzstan. The Academy is an educational and research center for the OSCE in Central Asia. Teaching at the Academy is carried out by leading experts from Kyrgyzstan, Central Asian countries, the CIS, Europe and other foreign countries. At the moment, she is working in three areas - training, research and training. Its activities are based on a Memorandum between the Kyrgyz Republic and the OSCE on the activities of the OSCE Academy. On January 16, 2012, the opening ceremony of the master program, in addition to the political science, “economic management and development”, took place.

There is active co-operation with the OSCE High Commissioner on National Minorities in order to preserve inter-ethnic harmony in the republic. With the support of the High Commissioner, work is being carried out in four main areas: promoting the activities of the Assembly of the People of Kyrgyzstan, implementing the project “Integration through education” (introducing innovative teaching and educational forms, methods, techniques and technologies of “integration” education into the practice of secondary schools), etc.

The OSCE provides assistance in the implementation of various national policy documents adopted in the country. The OSCE also contributes to the development of parliamentarism in the country, the fight against transnational threats, the solution of environmental and economic problems, the reform of the internal affairs bodies and other spheres of the country's life.
