Information message of the Embassy of the Kyrgyz Republic in Ukraine regarding the entry into the territory of the Kyrgyz Republic of citizens of foreign states and stateless persons, as well as citizens of the Kyrgyz Republic.

On approval of a joint order of the Ministry of Health, the Ministry of Transport and Roads, the Ministry of Internal Affairs, the Ministry of Foreign Affairs, the State Border Service, the State Customs Service of the Kyrgyz Republic and the Manas International Airport on mechanisms for implementing action algorithms to prevent the import and spread of COVID coronavirus infection -19 in relation to foreign citizens and stateless persons crossing the State border of the Kyrgyz Republic and persons traveling on domestic airlines (the order is attached).

In accordance with the above order, citizens of foreign states and stateless persons are allowed on board an aircraft traveling to the Kyrgyz Republic, upon presentation of the results of a PCR test, indicating the absence of coronavirus infection, conducted over the last 72 hours (3 days).

Upon arrival in the Kyrgyz Republic, employees of the sanitary and quarantine points (SQP) will also check the availability of the results of PCR studies and thermometry of passengers on board the aircraft.

In case of expiration of the PCR test (72 hours) due to objective reasons related to the duration of the flight or flight delay, foreign citizens and stateless persons are required to undergo a PCR test at the place of arrival.

Foreign citizens and stateless persons crossing the border of the Kyrgyz Republic through automobile checkpoints must also present to employees of sanitary and quarantine points the results of a negative PCR test for coronavirus infection COVID-19, conducted over the past 120 hours (5 days). The SQP staff will also conduct thermometry.

In case of expiration of the validity of the results of the PCR test (120 hours) for objective reasons related to transit movement, foreign citizens and stateless persons are required to undergo a PCR study at the place of arrival with filling out an obligation questionnaire.

Foreign citizens and stateless persons, in the absence of PCR test results indicating the absence of COVID-19 coronavirus infection, or in the presence of clinical manifestations of infection, are not allowed into the territory of the Kyrgyz Republic.

The above requirements do not apply to accredited or appointed employees of diplomatic missions or consular institutions of foreign states in the Kyrgyz Republic, accredited or designated employees of international organizations and their missions located on the territory of the Kyrgyz Republic, as well as family members of these persons, upon informing the Ministry of Foreign Affairs in advance. Of the Kyrgyz Republic, as well as members of delegations of foreign states and international organizations traveling to the Kyrgyz Republic at the invitation of the Ministry of Foreign Affairs of the Kyrgyz Republic or other competent state bodies, drivers carrying out international flight and regular international passenger transportation, train and locomotive crews of international railway communication, and also preschool children accompanied by their parents (legal representatives).

The requirement for the availability of PCR test results also does not apply to international electoral observers traveling to the Kyrgyz Republic at the invitation of the Ministry of Foreign Affairs and other competent government agencies of the Kyrgyz Republic.

With regard to citizens entering by air, the changes will come into effect on October 4, 2020, for citizens entering by land from September 26, 2020.
