Obtaining/replacing Kyrgyz passports

To obtain and replace a passport through the Embassy of the Kyrgyz Republic in Turkmenistan the citizens of the Kyrgyz Republic must be registered with the Consulate of the Embassy.

Citizens who are not registered with the consular office must submit an application for consular registration along with an application for a passport.

The list of documents required for registration of the passport of the Kyrgyz Republic:

1. Application;

In case of passport exchange for children (persons under the age of 18), the application is submitted by parents or legal representatives (guardians) with the provision of the passport).

2. Color photo (4*6, on white background) on electronic media in ".jpeg" format (on flash card or send in advance to e-mail kgembassy.tm@mfa.gov.kg).

3. General civil passport + copy of the main page of the passport;

(As passports with expired period of validity are further forwarded to the Population Service Center for destruction, if necessary, please make copies of passport pages in advance and notarize them in the country of residence for their further possible use).

4. Birth certificate + copy;

If there is a birth certificate of a foreign country, it must be translated into the state (Kyrgyz) or official (Russian) language of the Kyrgyz Republic and then apostilled..

5. Marriage certificate (if you are married) +copy;

If you have a foreign marriage certificate, it should be translated into state (Kyrgyz) or official (Russian) language of the Kyrgyz Republic and then apostilled.;

6. Certificate of marriage dissolution (if applicable) + copy;

If a foreign certificate of marriage dissolution is available it should be translated into state (Kyrgyz) or official (Russian) language of the Kyrgyz Republic, and then apostilled.

7. Proof of payment of consular fees.

Consular fees for obtaining/exchanging the passport is $30.

Also separately it is necessary to pay the state fee for production of a passport in the branches of banks of the Kyrgyz Republic.

State fee is paid after submission of documents when the Embassy provides the appropriate code for payment.

Registration of the Certificate of Return to the Kyrgyz Republic

A certificate of return to the Kyrgyz Republic is a temporary document certifying the identity of a citizen of the Kyrgyz Republic and ensuring his right to return to the Kyrgyz Republic.

In case a citizen of the Kyrgyz Republic loses his passport, he is issued a certificate of return to the Kyrgyz Republic (hereinafter - certificate).

Issuance of the certificate is carried out by diplomatic missions and consular offices of the Kyrgyz Republic upon a written application of citizens of the Kyrgyz Republic for the period necessary for return to the Kyrgyz Republic, but not more than 30 days.

The validity of the certificate of return to the Kyrgyz Republic of citizens of the Kyrgyz Republic, as well as persons transferred by judicial or law enforcement agencies of a foreign state, subject to extradition, extradition or readmission, is 90 days.

When applying for a certificate, the applicant submits:

a) application of the established pattern;

b) a document (protocol, certificate, etc.) issued by the competent authority of the receiving state, confirming the fact that the applicant applied to the loss of his passport. If it is not possible to submit due to various circumstances of the document (certificate, ticket-notification, protocol, etc.), the applicant submits a detailed written explanation, indicating all the circumstances and reasons for the loss of the passport;

с) documents allowing identification of the applicant's identity and confirming the citizenship of the Kyrgyz Republic (identity card of a citizen of the Kyrgyz Republic, birth certificate, military ID card, warrant officer's identity card, military warrant of a reserve officer, conscript certificate, business card with a photograph) or certified consular officer in accordance with the established procedure, at least two citizens of the Kyrgyz Republic who confirm the identity of the applicant, copies of their passports.

After returning to the Kyrgyz Republic, the applicant must within fifteen days apply to the territorial unit of the authorized state body of the Kyrgyz Republic in the field of population registration for the design and manufacture of a new passport and the mandatory delivery of a certificate.

For the issue of a certificate, diplomatic missions of the Kyrgyz Republic and consular offices of the Kyrgyz Republic levy funds for the provision of consular services in accordance with the procedure established by the regulatory legal acts of the Kyrgyz Republic.

About the acceptance of documents for obtaining  «Meken cards"

Starting from March 13, 2023, foreign citizens living in Turkmenistan who were previously citizens of the Kyrgyz Republic, their children and grandchildren have the right to apply for the status of a compatriot with foreign citizenship

Meken card is a document of a compatriot with foreign citizenship, which is a document of national importance confirming the status of a compatriot with foreign citizenship.

This status is intended for simplified entry, exit, transit and stay in the territory of the Kyrgyz Republic.

The following documents are required for obtaining  "Meken cards":

1) For foreign citizens who previously were  citizens  of the Kyrgyz Republic:

- application (to be completed at the Embassy);

-passport of a foreign citizen;

-certificate of no criminal record on the territory of Turkmenistan;

-receipt  confirming  payment  for  obtaining, production and  issuance  of “Meken-cards”;

- payment  receipt   of  consular  fees;

- a document  certifying  the termination of citizenship of the Kyrgyz Republic (required if there is no information in the AIS);

2) For  foreign  citizens  who  are  children  or  grandchildren of a foreign citizen who previously was  citizen of  the Kyrgyz  Republic, regardless of their original citizenship of  the  Kyrgyz  Republic:

- application (to be completed at the Embassy);

-passport of a foreign citizen;

-certificate of no criminal record on the territory of Turkmenistan;

-receipt confirming payment for obtaining, production and issuance of “Meken-cards”;

- payment receipt  of  consular  fees;

- documents confirming  the  relationship  and  their copies  (birth certificate, extract  from  the birth certificate, in case of change of personal data - documents confirming the fact of change of personal data).

3) For foreign citizens who are children or grandchildren of citizens of the Kyrgyz Republic, regardless of their original affiliation to the citizenship of the Kyrgyz Republic:

-application (to be processed at the Embassy);

-passport of a foreign citizen;

-certificate of no criminal record in the territory of Turkmenistan;

-a receipt confirming the payment for the design, manufacture and issuance of "Meken cards";

- payment  receipt of consular fees;

- documents  confirming  the relationship and their copies (birth certificate or extract  from the birth certificate, in case of a change in personal data — documents confirming the fact of a change in personal data);

-passport of a citizen of the Kyrgyz Republic (father or mother, grandfather or grandmother) and a copy thereof.

4) For foreign citizens born in the Kyrgyz SSR, as well as their children and grandchildren:

-application (to be processed at the Embassy);

-passport of a foreign citizen;

-certificate of no criminal record in the territory of Turkmenistan;

-a receipt confirming the payment for the design, manufacture and issuance of "Meken cards";

-receipt of payment of consular fees;

-a birth certificate issued on the territory of the Kyrgyz SSR and a copy there of;

-documents  confirming  kinship  for children and grandchildren  of  foreign citizens  born in the Kyrgyz SSR, and  their copies (birth certificate or extract  from the birth certificate, or birth certificate).

The cost of consular services is 40 US dollars and is paid in US dollars for depositing funds to the account of the Embassy of the Kyrgyz Republic in Turkmenistan at the State Bank for Foreign Economic Activity of Turkmenistan.

The cost of the state duty is 10,618 soms, paid  in Kyrgyzstan at RSK Bank, Aiyl Bank and Kyrgyz pochtasy.

Replacement of the driver's license of the Kyrgyz Republic

A mandatory requirement for replacing a previously issued national-style driver's license of the Kyrgyz Republic is the presence of permanent registration (residence permit) on the territory of the Kyrgyz Republic.

The replacement of the driver's license is carried out on the following grounds:

1. expiration of the driver's license;

2. changing the personal data of its owner contained in the driver's license;

3. the inability to use a driver's license due to wear or damage;

4. loss of a driver's license.

When replacing a previously issued national-style driver's license of the Kyrgyz Republic, the following documents must be submitted:

1. Passport of a citizen of the Kyrgyz Republic (ID card) or a general passport of the Kyrgyz Republic;

2. A document confirming the passage of a medical examination (narcological examination, determination of mental health, vision check) issued by a medical institution of the host country, the date of issue of which should not exceed 12 months (form 003-I/O);

3. A national-style driver's license of the Kyrgyz Republic, which must be replaced;

4. Certificate of completion of courses for the training of drivers of motor vehicles of a single sample, issued by educational organizations engaged in the training of drivers (presented if available);

5. Personal driver's card issued by educational organizations involved in the training of drivers (if available).

In case of loss of a national-style driver's license of the Kyrgyz Republic, the following documents must be submitted:

1. Passport of a citizen of the Kyrgyz Republic (ID card) or a general passport of the Kyrgyz Republic;

2. A document certifying the passage of a medical examination (narcological examination, determination of mental health, vision check) issued by a medical institution of the host country, the date of issue of which should not exceed 12 months (form 003-I/O);

3. Certificate of completion of courses for the training of drivers of motor vehicles of a single sample, issued by educational organizations engaged in the training of drivers (presented if available);

4. A personal driver's card issued by educational organizations involved in the training of drivers (if available).

When changing personal data (surname / first name / patronymic) of the applicant, it is mandatory to have an original certificate of change of full name / marriage.
