1. Passport issues

GENERAL CIVIL PASSPORT OF A CITIZEN OF THE KYRGYZ REPUBLIC

List of documents required for issuance of a general passport at foreign border agencies:

- application form to be filled in by the responsible employee of the foreign office via AIS;

- receipts confirming the payment for the issuance, production and issuance of a general passport.

In addition to the above documents, the following documents should be submitted:

1) when applying by one of the parents or other legal representative of a person under 16 years of age:

- birth certificate or statement from the act record of birth, certificate of change of surname, first name, patronymic (in case of change of surname, first name, middle name) - in the absence of data in the USRN;

- an application completed and signed by one of the parents or other legal representative of a person under the age of 16 (the application shall state the reason for obtaining a general passport).

- Petition of parents or one of parents (in case of absence of the second parent) or other legal representative of a person under 16 years of age to obtain a general passport. If the parents or one of the parents cannot submit such an application or be present during the processing of documents, their notarised consent to obtain a general passport is submitted. In the absence of a parental petition, a general passport is issued on the basis of a court judgement;

- passport of parents (tutor/guardian).

2) When applying for a person who has reached the age of 16:

- passport of a citizen of the Kyrgyz Republic (if available) or birth certificate;

3) when applying to a citizen who is exchanging a general civil passport:

a) in connection with the end of pages for visa marks, upon expiry:

- general civil passport to be exchanged;

b) due to change of personal data or discovery of incorrect entries made in the general passport:

- all-citizen passport subject to exchange;

4) when obtaining a second general civil passport at the applicant's request or in connection with the expiry of visa pages and the presence of a valid visa of a foreign state in the general civil passport, the validity of which has expired or is expiring:

- general civil passport;

5) in case of loss of the general civil passport:

- passport of 2017 sample or passport of a citizen of the Kyrgyz Republic of 2004 sample (if available) or birth certificate.

 

The fee for issuance of a general passport is 30 USD. Payment is made in ringgit at the exchange rate of the Central Bank of Malaysia on the date of payment.

 

2. CERTIFICATE OF RETURN TO THE KYRGYZ REPUBLIC

In case a citizen of the Kyrgyz Republic has lost his/her passport in Malaysia and countries of accreditation of the Embassy of the Kyrgyz Republic in Malaysia / his/her passport has expired or the passport has become unusable due to deterioration, he/she may be issued a Certificate of Return to the Kyrgyz Republic (CR).

The certificate may also be issued to persons under 18 years of age in the absence of a passport.

List of required documents for registration and issuance of the CR:

a) In case of passport loss:

- copy of the lost passport, identity card of a citizen of the Kyrgyz Republic in paper or digital formats through the mobile application ‘Tunduk’, driving licence of the Kyrgyz Republic, birth certificate, military ticket;

- a written explanation specifying all the circumstances and reasons for the loss of the passport;

b) In case of passport damage:

- spoilt passport (passport fragments);

- documents allowing to identify the applicant's identity and confirm the applicant's citizenship of the Kyrgyz Republic (copy of the lost passport, identity card of a citizen of the Kyrgyz Republic in paper or digital formats via the mobile application ‘Tunduk’, driving licence of the Kyrgyz Republic, birth certificate, military ticket);

c) When a passport expires:

expired passport.

d) When issuing to an applicant under 18 years of age:

- Statement of parents, adoptive parents or tutors, indicating a valid reason for issuing the certificate without personal presence;

- birth certificate of the applicant;

- copy of the passports of parents, adoptive parents or guardians - in the absence of data in the Unified State Population Register of the Kyrgyz Republic;

- a copy of the applicant's passport (if available);

- In the case of an application by an adoptive parent or tutor, a decision of the authorised bodies on guardianship or adoption of the applicant;

- a medical certificate of birth certified by the authorised authorities of the country of residence (for children under one year of age);

The fee for issuance of the certificate is 10 USD. Payment is made in ringgit at the Central Bank of Malaysia exchange rate on the date of payment.

The validity of the certificate shall not exceed thirty (30) calendar days from the date of issue.

The certificate is valid only for entry into Kyrgyzstan.

3. STATUS OF COMPATRIOT MEKEN-CARD

Meken-card is a document of a compatriot with foreign citizenship, which is a document of state importance, confirming the status of a compatriot with foreign citizenship.

This status is intended for simplified entry, exit, transit travel and stay on the territory of the Kyrgyz Republic:

1. for foreign citizens who were previously citizens of the Kyrgyz Republic;

2. for foreign citizens who are children or grandchildren of a foreign citizen who was previously a citizen of the Kyrgyz Republic, regardless of their original citizenship of the Kyrgyz Republic;

3. for foreign nationals who are children or grandchildren of citizens of the Kyrgyz Republic, regardless of their original citizenship of the Kyrgyz Republic;

4. for foreign citizens born in the Kyrgyz SSR, as well as their children and grandchildren.

Meken card is not issued to citizens of states bordering the Kyrgyz Republic.

This document is valid in the presence of a valid passport of a foreign citizen.

The list of required documents for issuance of Meken-Cards in the general order (60 days processing time):

1. application to be processed through AIS;

2. passport of a foreign citizen;

3. certificate on absence of criminal record of a foreign citizen in the territory of the state, of which he/she is a citizen;

4. certificate of absence of criminal record in the territory of the Kyrgyz Republic (requested by the responsible officer of the territorial subdivision, CCS or foreign institution of the Kyrgyz Republic from the authorised state body in charge of internal affairs through the interdepartmental electronic system ‘Tunduk’);

5. a receipt confirming the payment for the design, production and issuance of Meken-cards;

6. a receipt confirming the payment of consular fees (if the application is submitted in the foreign offices of the Kyrgyz Republic).

In addition to the above documents, the following documents shall be provided:

a) For foreign citizens who were previously citizens of the Kyrgyz Republic:

- a document certifying the termination of citizenship of the Kyrgyz Republic (required if there is no information in the Unified State Population Register of the Kyrgyz Republic or if it is not possible to submit the said document in digital format through the mobile application ‘Tunduk’);

b) for foreign citizens who are children or grandchildren of a foreign citizen who was previously a citizen of the Kyrgyz Republic, regardless of their original citizenship of the Kyrgyz Republic:

- documents confirming the family relationship (birth certificate, extract from the act record of birth, in case of change of personal data - documents confirming the fact of change of personal data) and their copies - if there is no information in the Unified State Population Register of the Kyrgyz Republic or if it is impossible to submit the said document in digital format through the mobile application ‘Tunduk’;

- a document certifying the termination of citizenship of the Kyrgyz Republic of a foreign citizen who was previously a citizen of the Kyrgyz Republic (required if there is no information in the Unified State Population Register of the Kyrgyz Republic);

c) for foreign citizens who are children or grandchildren of citizens of the Kyrgyz Republic, regardless of their original citizenship of the Kyrgyz Republic:

- documents confirming the family relationship (birth certificate or extract from the act record of birth, in case of change of personal data - documents confirming the fact of change of personal data) and their copies - in case of absence of information in the Unified State Register of Population of the Kyrgyz Republic, in the state portal of e-services or absence of possibility to submit the said document in digital format through the mobile application ‘Tunduk’);

- passport of a citizen of the Kyrgyz Republic (father or mother, grandfather or grandmother) and its copy - if there is no information in the Unified State Register of Population of the Kyrgyz Republic, in the state portal of electronic services or if it is impossible to submit this document in digital format through the mobile application ‘Tunduk’;

d) for foreign citizens born in the Kyrgyz SSR, as well as their children and grandchildren:

- birth certificate issued in the Kyrgyz SSR and a copy thereof;

- documents confirming kinship for children and grandchildren of foreign citizens born in the Kyrgyz SSR and their copies (birth certificate or extract from the act record of birth, or a document on birth).

In a simplified procedure (30 days of consideration):

- application drawn up through AIS;

- passport of a foreign citizen;

- a certificate of absence of criminal record of the foreign citizen in the territory of the state of which he/she is a citizen;

- a receipt confirming the payment for design, production and issuance of Meken-cards;

- a receipt confirming payment of consular fees (if the application is submitted to the foreign missions of the Kyrgyz Republic).

The validity period of Meken-cards is 10 years.
